How can you say that already? We just went to their part of the story for the first time. This scene is just starting and you've already given up hope.
And why are you surprised? This is how Oda has always done this. He shows us the enemies and their powers, their quirks, then he creates tension.
We have to believe that they're a threat to the Strawhats. We can't have Nami and co. easily deal with the situation from the get go, that would ruin all the suspense.
Or is your point that they shouldn't have been taken surprise by the enemies devil-fruit powers? Well…

Characters who have hax powers most are vulnerable to can do this kind of thing.
And as a final note I'm getting really tired of the word fodder. Can we not describe weaker or more irrelevant characters in any other way?

The one who translated the spoiler into English made a mistake, they've been turned into modern paintings, it was stated several times in the spoiler thread as well as in this thread.
