I think One could have drawn it as normal manga( not at Murata's level of course),but he simply prefer the gag art.

At the very minimum, he could get everything smoother like he does in Mob Psycho, but yeah the rough edges and crude style is definitely a part of the webcomic version's aesthetic.

I thought Neo heroes was just a separate group of heroes that were tired of the heroes association? That's not exactly villains in my mind, though there will no doubt be a face off between them and the heroes association at some point, but still not exactly villains

I'm going to take a leap of faith and say that Flashy Flash will actually end up training Saitama, though there will be some swerve. I haven't read it in a while, but I remember Saitama's skill being suspect, maybe vs. Garou.

Think Bang's also suggested that he train Saitama to be more efficient, and yes, it has come up in the fight against Garou. But Saitama still whooped Garou's butt after Garou's lengthy talk about how his skill is superior to reflexively get away from Saitama and land in some blows, so I doubt that Flash has the chops to teach saitama anything unless it's through sheer trickery to get saitama to listen. But Flashy Flash couldn't even land a blow against Garou, so I don't know exactly how he intends to train saitama to hone his skill.

I wonder how all those techniques would work against Golden Sperm if he would get to fight 1 vs 1 against Flashy Flash. Both completely healthy.
Flash still had some forbidden techniques that he said he has no time to use so likely he has even stronger attacks than what we seen. Really cool stuff, I missed Ones OPM a lot.
