They said that they want to watch how the dynamics of the New World pirates change. I still think it's possible that Buggy was put on some sort of "potential" list, but it's clear that they're waiting to observe the post-war world, not simply waiting for an answer.
ok lets look at it
we have buggy scene and his old crew just found him, it seems like it is within that few weeks after war time period. it is not some 2+ years later.
then we have the elder stars in their discussion also talking about the bonney blackbeard incident, which happened also a few weeks later than the war.
both seem to take place the same time, based on pages order, the buggy thing first.
so then why would they be saying as quoted many times. that they need to wait and watch what the new world does and get someone infamous and fill THREE positions if they are asking Buggy?
This could just be due to a lack of information. There could be a process to becoming a shichibukai as far as the WG reaching out and Buggy may have just qualified for the first part.
I still don't think he will become one. The joke was fun and his status and standing as a pirate has improved a lot since we last seen him. It should be ending here until the next time we see him for an extended time. I'd feel cheated if one of the 3 spots were filled by Buggy. It's one thing for the WG to look incompetent but they'd lose all credibility choosing Buggy imo(the crew, being Shanks "brother", on Roger's ship, etc. don't mean shit since the notable characters recognize what a dumbass he is) and their inevitable downfall (which Buggy would play a part in as a shichi) would just be too telling.

why go to the bother of having the Gorusei talk about waiting? Or why not wait until post-timeskip to show Buggy getting a letter? You're way overcomplicating the story.

I would bet you would be whistling a different tune of this possible flashforward revealed plot twists and events that are amazing.
Everyone was celebrating Buggy being a shichibukai when 593 came out, then Oda surprised us when he stated that the seats weren't going to filled yet. It's pretty straightforward. I don't have any theories about what it could be - it's more likely it'll be something we've never even thought about.
For the longest time and even now, this is the speculative theory that holds top place in my mind, it NOT being a Shichibukai offering letter and it being something else.

Adding my thoughts. We will never ever get to know what the letter was about. We may see buggy as a shichibukai but only the readers that think they know the plot connection to the letter will create such..

However, in Brennen's defense (not that he needs one) we've never had a war or a major timeskip, either, so it's possible that Oda's playing with time to emphasize the chaos of the times just after the war. All we know for sure is all will be revealed... In Time "D-O-N" 
And for the record, the time thing with Zoro and Ryuma was something that was obvious. The battles were happening simultaneously, so when we got there and the battle was over, it was obvious we missed a lot. The ending of the battle was a tease, but not the ff itself (which could be argued to be not even a genuine ff after all, because of the simultaneous nature of the battles and all). After all, we already knew we missed something, and to get that story a fb was necessary, if that makes sense.

Hmm. Very interesting ideas. You may definitely be on to something there, Don. Taking Shakky with him as a hostage, or even simply because she may have a bounty as an old pirate herself, could lead to another rescue arc, but why would Shakky necessarily be in Maryjoa if she has a bounty (and I seem to recall her saying she did)? I can see the ship, but why not just send Shakky herself to prison if he catches her? And that (a return to ID) would be a repeat, so I don't see that as likely…

Buggy doesn't share (and I believe they are required to share a percentage of whatever they have going on, including treasure, but it's just an impression, and I may be wrong). Plus last we saw him, he was convinced he was being shown that his destiny was to be PK, so maybe he did refuse, and thus the Gorousei had that conversation that sticks in everyone's craws so much…

Captn Johns treasure or his apettite now for power and high positions. Buggy sure wants to be an emporer but even a shichibukai sure will make him feel damn important and he will be flattered that the WG offers him such a high position. but Captn Johns treasure seemed so fucking important for him..we always saw him connected with it and i guess it will be somehow relevant for the future story^^

What if the WG wants some information from Buggy about his former Captain Gol D. Roger, and if he gives what they want he will not be executed. The location of something that they found during their journey or that Roger hid before he surrender, something like that.

I see your thinking here now, and I agree that storywise, if we are going to go to Mariajoa (and I believe we will be going there) any time soon, this is a good time for it. Shakky may indeed be the vehicle by which we are pulled there. This is my idea, inspired by your post–She could be taken there, but not because of anything to do overtly with Rayleigh--Shakky is protecting the TS, and there are some seriously pissed off Celestial Dragons who would give a LOT to get their hands on Luffy–not to mention they have the ear of the WG and the Gorousei. Shakky (and the TS for that matter) might be brought to the holyland as bait for Luffy and the SHs since, no matter what she admits or refuses to admit, she clearly has some sort of connection to them, since she is protecting the TS. Obviously Rayleigh would easily be drawn in to that whole thing, and depending on how it's accomplished, they would end by using Shakky as bait for the SHs to come to them for a fight, if you will--all of this could easily wait until the end of the timeskip--regardless of how the news of the capture is leaked or not leaked, eventually the SHs will all end up there if they follow the vivre card Shakky should still have on her (I mean if Ace could keep his even in ID, why not Shakky?).

Yeah that'd be exciting too, and I can see that as well. I wonder if the end game will involve stuff happening throughout the OPverse aside from any major Gov't changing final battle–with Oda showing us vignettes of battles/coups and things here and there, the way he shows us reaction shots and the like. That could be so epic, doncha think, if the "final Battle" was happening in many places simultaneously, instead of just one place?
i guess we will see the whole OP world go against the WG finally and breaking through the tyranny (most likely with many shots of places the SHs were and there the reactions of us familiar charas)

Yup, all these elevators could represent a way to connect Mariejoa, as a lead in, to FI–if there is one that is maybe coated to protect it as it descends or something.
My concern is that there has been such an historic enmity between the fishmen and the celestial dragons, and the celestial dragons have such a desire for fishmen as slaves and yet, we have been told, cannot get them, that the existance of an elevator seems unlikely...
As Chapter 600 approaches I must admit to a growing excitement at the possibile directions the story could go.

Yeah, it's not the existence of the elevator, I guess, but rather if it's available for use or safe to use or whatever.
I mean aside from the long standing enmity between Fishmen and Celestial Dragons, and all the hate the actions on both sides has built up, FI has also been a territory of WB for a long time. It seems doubtful IMHO that anyone involved on the FI side, at least, would just allow the continued use, never mind the continued existence of, a "backdoor" in the form of an elevator potentially available to the WG or the Celestial Dragons.
I suppose it could be super secret, and the SHs stumble upon it somehow, or are lead to it by insiders (Vegapunk himself?), though, if it comes to that. That'd be awkweird though if there wasn't room for the TS (unless again the crew splits up–some on the elevator and some on TS), but if it were big enough to hold Sunny, how has it remained hidden after all this time? (This of course going on the supposition that they are in Mariejoa to begin with because that's where Kuma sends the TS (and Shakky?) in that last scene with Shakky...)
