The marines have reason to doubt Garp’s objectivity when it comes to Luffy, though, so perhaps when in comes to him, now that he is so very notorious, they are keeping him more or less in the dark.

Was the D mentioned by Law "the will of D" or dragon. I think for him to know about the will of D is a little strange. It's something so far only characters of certain age and reputation knew about. He might be somehow related to the revolutionary army…
Nothing in the story supports the idea that the vivre cards cannot work if they are too far apart, and there’s no way that anything in the paper could lead to Luffy via some plan of Ray’s. That would be potentailly too dangerous, and they have the vivre cards as a workable plan.
Interesting idea about Hatchi taking the Sunny and moving it.
It isn't that strange to think of Law knowing about the "Will of D," because he is obviously an educated and informed person, but yeah, I’ve speculated for some time that Law might have some relationship to the RA. It does seem inlikely though, and there are far too many important characters who are already–so, as they say, it's been done.

Not to mention that we have been told that on AL beauty is equated with strength, that Ray knew them from before so it's not a stretch that he would know about that cultural measure, and they are both most definitely strong.

Chopper: "Luffy, why again" can be refer to the mentioning of Luffy in the war and that he is in critical condition, thus why Chopper said that. So I believe it's not a bounty or anything, just plain and simple. I hope this make sense i was speed typing ahahaha
By the way Chopper looks too happy when he was talking to the birds and humans that is why I believed he did not know about the situation, until he read the latest newspaper, that is when his reaction was similar to Usoop.
At first I totally disagreed, but then when I went back and reread the chapter, I think this is a really reasonable and logical reading of it. I think you are right on target.
