People with Vivre cards move all the time. The cards move in a general direction toward other vivre cards.
I think it's something a lot more innocuous: If Rayleigh puts his vivre cards in his pockets, they'll fall out when he's swimming and killing sea kings.
Then again, he could put it in a pouch.
Maybe the best reason is that the vivre cards act as his business cards. But he also needs to hide his identity, so he can't go off the island at super-high speeds with the vivre cards (people would notice their vivre cards pointing outside SA when they just saw Rayleigh the day before.)

i see a lot of vivre card talk and its confusion in this thread and in spoiler thread. I have an idea on how it might work.
We all know how its made, the whole fingernail and what not in New World. Whether the location matters or if the makers just live there who care's lets move on to actual card.
What if when you are ripping off the pieces there is still considered a master card, or the main piece so that all other pieces lead and want to head to that one. But then also the master card itself is always pulled towards the actual person?
This would explain Ace in prison, say he gave Luffy his entire card, or he made that card specifically for Luffy, thus it will always lead to Ace the person and not to his card. It would explain why Rayleigh leaves his card back at Shabondy, he could move freely and not have to worry about other strawhats having their card keep moving but would lead them all to shakky, yet also shakky has his main card which leads to Rayleigh the person, so that when they reach her they can use that to go to wherever he is.
Show me where it says "AL will be attacked". Listen, it's the resolution for the war saga right this very second. That means the rising action and climax are in the past. When will AL be attacked if not before Luffy leaves it and heads to Fishman Island? Yet the resolution of this saga dictates the SHs will reunite, Luffy will get stronger, then there will be a party and farewells. Where in this does the attack fit? It cannot fit after because Luffy would have left AL and there's no reason to drag him back over some contrived "I've read too far into certain scenes and think I can compete with people like loled and Zephos who've college educations in Creative Writing" reason like Hancock being targeted by a large scale WG attack. Like Wagomu and i both said, and you've yet to refute, IF the WG wants Hancock gone, it will be done like they did with Moria, i.e. one hitman taking her out behind the scenes.

there could also be a fourth scene in impel down when luffy shout out hancock's name in front of buggy while they were quarrelling (who knows if some denden mushi got to record them in that instant?).
that said, I don't think the government will bother much with that because:
1- smoker doesn't seem to have that much authority within the marine forces (= the WG wouldn't care less about his report, as we have seen in the alabasta arc)
2- sentomaru didn't bother to look further over hancock's actions (most likely he's quite the dumb type)
3- imo the only way for oda to show off hancock's fighting skill in the war was to put her either against fodder marines/pirates (it would feel ankward for jimbei to stand close to her so casually at AL, had she taken down some wb's division commanders in the war), or smoker and sentoumaru for the aforementioned reasons. that's also imho the reason oda had marco hit aokiji instead of hancock.
edit: about the petrified marines, I think sanji will board on that very same ship to get to sa and then hancock (in the possible scenario she will accompany luffy back to sa) could de-petrify them. the marines will be all like "wtf happened?!" but won't suspect a thing (because, let's be honest, the fodder marines in the odaverse are really dumb;-)

AL is not going to be attacked and unless the WG has a grander scheme for having a brand new shichibukai Hancock isn't going to lose her title because of this.
As for why Oda did it he's possibly setting up a future conflict you wouldn't be expecting like Smoker shows up at AL on a hunch he can capture Luffy or planting the seed for conflict that will add up over time not now. Then like someone else mentioned on the off chance the WG is done with her they send Sento with a pack of pacifistas to assassinate her and claim there was a rebellion in her country or some shit.
At this point in the game they're not gonna BC the island without some real damning evidence. Not two reports (one of which talks of her destroying pacifista/marines and attacking WB pirates) and petrified marines (which she's already done before).

These are just my thoughts about what Rayleigh's idea could be. 1. Train Luffy, by having Luffy agree to certain terms like… defeating Rayleigh himself. Otherwise, Rayleigh won't let him off the island. But unless Luffy agrees to the terms to do this, then he won't forcefully make him stay there. 2. Stage a fake death? But I wouldn't understand the reasons to do this, since Rayleigh himself stated that the Marines wouldn't guess his location. But I guess it could help if the World Government believed he was dead. 3. Take Luffy elsewhere, to possibly train or do something else. 4. Doing something completely outrageous again.
And my thoughts about what Chopper is astonished about. 1. Bounty reaction. 2. Reacting to #4 ^above regarding what Luffy and Rayleigh are doing/planning? And it's not too soon to reject this, because Luffy is a straight forward guy. He'll either say yes or no and my guess is that he probably agreed to Rayleigh's idea/proposition.

No one said that the WG would immediately attack AL if Hancock lost her title. It would just lose its protection and would be potentially prone to attack if the WG decided they needed to. And as I said way before, the WG aren't going to do anything major like that in the wake of the war, since it would make the public realize that the world is in chaos now. If they wanted to finish her off, they would have done it secretly, as not to draw attention to the matter.

While you're flaunting your college education, how can you see an attack on AL now as good storytelling? With the Whitebeard war just finished, such a war for AL would feel relatively insignificant. It would also undermine the significance of the WB war to an extent, as well as the end of Ennies Lobby. The marines don't just go to war for no reason. That's what makes such declarations of war more powerful. To have it happen again so soon, though, would just make it seem much more common than it actually is. Do we really need to have the SHs go against a Buster Call again so soon? Do we really need Luffy fighting against a large military force like he just did at Marineford?

we have had many enough things happen that an attack wouldnt' be seen as "OMG SURPRISE" but also it is very likely that an attack could not happen.
the WG may still be trusting hancock, the wg may be against hancock, the wg may decide to start this new age by ridding the world of that island. who knows why they would attack or not attack.
i am more anxious to see these next chapters in how the other strawhats are doing over any impending attack or not right now.

The marines have reason to doubt Garp’s objectivity when it comes to Luffy, though, so perhaps when in comes to him, now that he is so very notorious, they are keeping him more or less in the dark.
I think what Chopper read in the newspaper is something so outrageous (blah blah blah.) I don't think the vivre cards are very useful if they are too far apart, (followed by some speculation that what Chopper read in teh paper is related to a plan of Ray's to reuinite the SHs) (blah blah blah.)

Was the D mentioned by Law "the will of D" or dragon. I think for him to know about the will of D is a little strange. It's something so far only characters of certain age and reputation knew about. He might be somehow related to the revolutionary army…
Nothing in the story supports the idea that the vivre cards cannot work if they are too far apart, and there’s no way that anything in the paper could lead to Luffy via some plan of Ray’s. That would be potentailly too dangerous, and they have the vivre cards as a workable plan.
Interesting idea about Hatchi taking the Sunny and moving it.
It isn't that strange to think of Law knowing about the "Will of D," because he is obviously an educated and informed person, but yeah, I’ve speculated for some time that Law might have some relationship to the RA. It does seem inlikely though, and there are far too many important characters who are already–so, as they say, it's been done.

Honestly, the Marines got what they wanted...Ace dieing...anything after that is Bonus. Yes they would love to get Luffy out of the picture but that is not their main priority now. It was mentioned in the War that Luffy has the potential of becoming a huge threat in the future but after getting owned the way he did in the War, I am sure that the Marines are not beating their heads too hard on his whereabouts.
The same can apply to Hancock. Yeah so she destroyed a few Pacifistas and owned a few fodder Marines in her way, Akainu did the same thing and I am sure with all those attacks going on by the Marines, some fodder soldiers were bound to be affected and even some Pacifistas...casualties of war are necessary to reach the goal...and they reached it. I would think the Marines are more focused on the damage report and claiming lands to protect now that WB is gone.
I wouldn't be surprised if the whole Hancock situation never comes up again, It can easily be dusted off ones shoulders and forgotten. I must admit there is a possibility that down the line (I highly doubt now or within the next 2 weeks) the Marines will seek Justice for what Hancock did but it's something I don't keep in my brain too long.
Moving onto something different, I am relieved to finally read what Kuma really said to Rayleigh back in SA. We all knew in our heads what he said, but it felt good for an official confirmation of it. I give much more respect to Kuma for managing to get a Shichibukai position and still hide his Revolutionary Army ties so well...too bad he is no longer himself anymore.
The scene of Usopp reading the paper was just as I imagined it when I read the spoiler, and it was touching that he felt so emotional toward how Luffy must be feeling...that is a true Nakama...and with this realization maybe now he will be motivated enough to surpass that beetle and whatever strong enemies lie in his way of getting off that forsaken island.
As I predicted into the spoiler thread, I was happy to see that Chopper miraculously brought peace between the Giant Birds and the Obese Cave People...goes to show how Chopper, such a small and insignificant character on that island, can do something huge! That is definitely evidence of Chopper getting stronger...it's like Oda wanted the SH's to each become heroes in their own way so that individual growth would take place and the re-formed SH will be better than ever.

Going back a bit to some discussion I read a few pages ago.
How could any one possibly believe Chopper doesn't know Ace is dead, Chopper wants to heal Luffy's wounds from Shaboady, and that Oda is setting up Choppers reaction to reveal something we already know? Clearly Chopper knows something has happened and mentioned Luffy going over board "again". Also "the details of the war sorted out by now" means this war is over and done with. This is not happening back then, this is the 2 weeks later after the war, 3 weeks since Shaboady I believe. Naration box for Usopp, "until now" and the naration box for Chopper, "meanwhile". To think these events are taking place weeks ago is just stupid.
Bottom line, no way Chopper just found out that Ace died, and if he did, he is not reacting to something like that which could hardly be called a cliff hanger.

Doubtful, considering that Ivankov sailed to kamabakka on the marine ship and had they been de-petrified I doubt they would've been cool with that, plus we only know of Hancock herself being able to de-petrify people whom she petrified. And please tell me why both Sentomaru and Smoker (who has said in the manga that he hates the Shichibukai and views them as nothing more than pirates) would both choose to not do their jobs and report someone who assaulted Smoker himself, and was talking craziness to Sentoumaru? But I love how you confidently just state that they won't say or do anything even though they have no reason not to and one of them hates the Shichibukai.

AL is not going to be attacked and unless the WG has a grander scheme for having a brand new shichibukai Hancock isn't going to lose her title because of this.
The marines/WG must have some idea of what they're going to do if they would choose to go out of their way to have Moria taken out just for failing. And unless the Shichibukai are going to be dissolved the fact that they choose to get rid of Moria after they already need to replace BB, and Jimbei alone just sends the message that they're saying "what the hell, might as well get rid of the useless ones while we're at it", and what Hancock did is even worse than Moria failing, what she did is intentionally go against her title and she did so twice and aided Dragon's son who Akainu was nearly drooling at the chance to kill.
As for why Oda did it he's possibly setting up a future conflict you wouldn't be expecting like Smoker shows up at AL on a hunch he can capture Luffy or planting the seed for conflict that will add up over time not now. Then like someone else mentioned on the off chance the WG is done with her they send Sento with a pack of pacifistas to assassinate her and claim there was a rebellion in her country or some shit.
I'll go with what you're saying here for the sake of argument and even when I go with this Smoker scenario it still doesn't explain why Smoker would ignore doing something about the Shichibukai who is harboring Luffy, again remembering that that would be his job and that he hates the Shichibukai. Now for this Sentomaru scenario, please explain to me why the marines would only go after Hancock when it's established in the manga itself that if she fucks up the marines are going after her and her island?
Secondly, failure =/= betrayal.
The whole point of covertly going after Moria was because his weakness in strength was the issue, Hancock's case is like Jimbei's, it's a betrayal pure and simple and the consequences of her doing so have already been outlined so it would make no sense for a hitman to kill her but leave her people alone.
And the idea of a false rebellion is silly considering that it wouldn't even make sense considering that if her people got rid of her they would then suffer at the hands of the marines due to being dependent one her title.

At this point in the game they're not gonna BC the island without some real damning evidence. Not two reports (one of which talks of her destroying pacifista/marines and attacking WB pirates) and petrified marines (which she's already done before).
Not damning enough? What more do you need? Two reports from prominent marines with no reason to not report her, no reason to lie and no known connections to one another both corrobarating that she was committing acts of betrayal. Then a missing group of marines and a missing ship that she reported to take to pursue Luffy who would also be the person that she notably saved when in anything Smoker says about what happened.
Jimbei's betrayal is not the same as what Hancock did. Jimbei laid his cards on the table, told the marines he would try and stop the conflict (even if it cost him his life!) and that he was giving up his position as Shichibukai. Hancock complied with orders to fight Whitebeard. All she did against the marines was hurt a few of their soldiers while attacking Whitebeard's men and block a few minor attacks on a single person whom they did not view as significant until later.

It's basics of storytelling. If you can't understand why it would be terrible to reuse a military antagonist so soon after we've seen the full extent of military power, then there's no saving you. What marines can they throw at us that we didn't just see in action, aside from fodder that wasn't worth mentioning?

Going back a bit to some discussion I read a few pages ago.
How could any one possibly believe Chopper doesn't know Ace is dead, Chopper wants to heal Luffy's wounds from Shaboady, and that Oda is setting up Choppers reaction to reveal something we already know? Clearly Chopper knows something has happened and mentioned Luffy going over board "again". Also "the details of the war sorted out by now" means this war is over and done with. This is not happening back then, this is the 2 weeks later after the war, 3 weeks since Shaboady I believe. Naration box for Usopp, "until now" and the naration box for Chopper, "meanwhile". To think these events are taking place weeks ago is just stupid.
Bottom line, no way Chopper just found out that Ace died, and if he did, he is not reacting to something like that which could hardly be called a cliff hanger.
But Romance, since Usopp was still crying, the news he had gotten was fresh still, which in my mind could mean that the newspaper was fresh too. If Chopper was in a different location farther off the beaten track, the paper may just have been arriving. By talking about sorting out the details of the war, he could have just been talking about the setup of the war itself, not the aftermath, and it makes sense that Oda would be showing us the crew's reactions to the news of Ace's death (which, along with the unknwown state of Luffy's health as it would be reported, accounts for the shock Chopper showed.)
I can see why you think it could be wrong–it has been a couple of weeks sicne the war ended, and there were already reaction shots of the world's reaction to WB's death, but I also think its reasonable that the newspaper delivery may be spotty at both Chopper and Usopp's locations, and they are just getting a recent edition with details they may not have read before. You are right, it wouldn't be a cliffhanger if that's the case, but it would be a good tease, and I think Oda's done stuff like that before...

You know what, I apologize. I didn't trace your posts all the way back so I didn't see that quote, and therefore didn't realize you were quoting chapter 560. Since Stephen wasn't translating those chapters, I had to double-check by searching for forum, and ironically enough 560 is the only chapter of CNET's missing from the translation thread. On top of that, Aohige_AP didn't translate that chapter either. Anyway, you should know you cannot trust OM scans… but I was still wrong in correcting you, so to clear matters up, I found the portion you were quoting:

Shame on the both of you for ignoring the larger point at hand which is, "WHY WOULD ODA HAVE HER IN 2 DIFFERENT DAMNING SCENES AND HAVE NOTHING COME OF IT?" 3 scenes if you count leaving those marines petrified that she said she'd be pursuing Luffy with.
I wasn't ignoring anything, it just wasn't my argument to continue. Smoker doesn't trust any pirates (Oda wrote his opinion on the Warlords in to the story), hates the upper management and even cusses them out over the phone-snails, doesn't follow orders himself, and still only rebuked her for her actions. I don't think he'd rat her out, and I don't think they'd care or listen to a guy like him if he did. Sentoumaru was whining. WHINING. He was like, "what the hell, man!?" At worst he'd be like, "that damn woman messed up a ton of these things!!" You think their response to that would be to go to war with her nation? Over something so trivial? The last action you listed I don't count, because we all know she is a government-hating, man-hating pirate. Momonga had his crew petrified already and barely batted an eye. Big freakin deal.
Why does it make any sense at all to ignore Oda's proxies Rayleigh, Garp, Shakky, Hancock, and Nyon, ignore the lack of any real setup for AL to be attacked, and ignore the established behavior Warlords, and especially Hancock, in regards to following orders and being trustworthy… for unnecessary and recycled conflict?
