His principal argument is the 1% thing in the video I've quoted. And superman isn't literally bringing his own issues, but his presence on Earth does it. It's still part of the equation.
and if this wasn't the same guy who habitually keeps throwing Joker into jail only for him to get out usually with the intent of drawing Batman's attention by killing or harming innocent people even his own allies.
Bruce isn't a threat to international security dude. And we don't exactly know the relation those two have in this universe (how many times did he go in jail? since when has Batman been going crazy on people?).

About as truth that there is a 1% chance that trying to kill him will send him in the very path he is trying to prevent.Again it has been 18 months since the events and Clark has not only been non-threathning but he has straight up been helpful. BBruce has zero reason to assume that he will suddenly turn against humanity. Especially when one his complaints to the daily planets is superman saving cats.
It makes sense to be careful(which is why stuff like cadmus or keeping kryptonite around makes sense(and the senator was an idiot on this subject) but it makes zero sense to attack him.
