LOL. Yeah, I agree, the biggest problem is what would motivate Kuma to submit his body to the WG's will. I don't expect an answer in this current story arc. Perhaps a little later when we finally meet Dr. Vegapunk, we'll get an answer.

Because then maybe whatever he does in goa Kingdom might be the reason for the topic on the conference (or at least what brought Dragon on the radar of the WG)
All I can assume is that he was a real badass tyrant of the seas and maybe an enemy riddled his body with a virus or maybe he ate a pie with a nuclear bomb in it. His body now not even half of what it was made him yearn for his former power because he needed to achieve some end and it was so great and so necessary to him the outcome of that deal being his death was something he was okay with. He probably came across Vegapunk and not anyone else and they brokered a deal.
Who knows if his demeanor has always been like that though.

I hope someone didn't post this before, but if you look at chapter 142 page 6, http://www.onemanga.com/One_Piece/142/06/ (where that Kings Conference takes place), at the bottom right scene, there's a man that looks like one of the world nobles, I think his name was Saint Roswald. If this man is indeed Saint Roswald, it fits the description written here: http://onepiece.wikia.com/wiki/World_Noble, "The World Nobles (Sekai Kizoku, 世界貴族), also known as the Tenryūbito (天竜人, lit. Heavenly Dragon Folks), are the descendants of the twenty kings who established what is now known as the World Government."
Goa King may even be drawn in that chapter and since we've seen how the Goa King dresses in this chapter, we may know how the King sort of looks like if there's a man who resembles the Goa King in chapter 586….. but I couldn't find a better quality of chapter 142 yet.

It isn't very clear when that Kings Conference took place though, it's only a part of Dalton's memory. You won't see him specifying when that took place if you read carefully.
EDIT: oh, actually, Dalton specifies that Vivi was 10 by then, so it is indeed 6 years ago.
As I said, it's part of the general flashback and is stated as being six years ago the chapter before.
It's not specifically anyone's flashback, the narrator tells it.
And I don't think Dragon was the world's most wanted man in that flashback since that king was talking about Dragon's potential threat in 5 -6 years (current timeline) and not his threat at that point in time.
perhaps this incident was the 1st in a line of events caused by Dragon that allowed the WG to start paying him some attention
maybe in 5years he had created such a stir that the WG calculated it would take another 5 to create a viable threat the the governmental union
At the end of the EL arc when we first got a line of dialog outta Dragon's mouth, i beleive that a revolutioonary stated that they finished liberating one of the 4 blues
i think Dragon worked before as a revolutionary in the dark..
gathering people like Ivankov etc.
maybe he had the same expierences as Sabo(seeing that he also grew up there)just from a differnet view(not a noble, or else garp has also to be one)..
visiting again his country was sure a reason why he than finally decided that his doings are necessary and the right thing to do.
he says that he isn`t at his full potential (or his influence in the worl–-his armee) but they sure make a first strike at Goa Kingdom, seeing that he brought Ivankov with him.
i think that this flashback is more related to sabo than luffy.. maybe he ends up beeing a nakama or a main charachter in the story afterthat.. i dont think oda will just kill him after this introduction…

That's that. All the fictitious assumptions about some problem Oda had with killing characters are due to subjective interpretation of his interviews.

Simple: Vegapunk removed parts of Kuma's body one by one to replace them with cyborg parts, so one piece after another he built a complete cyborg… My theory is that he did this in order to create a cyborg that would inherit Kuma's DF power: take Kuma, remove one arm and replace it with a robotic one -> Kuma does still have his DF power. Replace the second arm -> Kuma still has the DF. Replace the legs -> Kuma still has the DF... but is more and more a robot. Replace the trunc -> robotic-Kuma still has the DF. And so on, till the brain...
BUT: if in the same time, he used the human parts he removed to rebuild a fully human Kuma ? The first arm didn't have the DF power. The second didn't have the DF power. The legs didn't have it. And so on. So in the end, he rebuild a human Kuma cleared of his DF and transfered his power to a full cyborg.
The Kuma who was fighting Ivankov had nothing from the orginal Kuma, except his DF !
Soon we will meet the real fully human Kuma...
