I was wondering the same exact thing. I don't think that is just a coincidence.
My first guess is that it is someone that got bumped up to World Noble status after the WG Inspection and is someone the audience has seen.
This wouldn't surprise me, especially when Garp's face was covered during one of the mini-flashbacks about Ace's past that happened during the war. I was pretty sure it was Garp, but some others on another One Piece discussion board believed it could have been somebody else.
Anyway, this was a good chapter. I'm loving how Oda is fleshing out Luffy's past with Ace, showing that the Celestial Dragons are also connected to the events that have occurred. I hope Sabo makes it out of this. Yeah, I know he most likely will, but I still can't help but wonder!
Oh, and Sabo's adopted brother is a little douchehat! However, I have a feeling we may see him again in the current storyline…...
EDIT Oh yeah, I have a few things to say about the cover picture! Hina obviously convinced Smoker to go bar-hopping via a Camel-Taxi and from the looks of Hina, they've already made a few stops before the current point! Either, Smoker's the more levelheaded of the two, or he's just holding his liquor better than she is. BTW, the Band-aids on Hina's leg are a nice touch to show off her tough lady side.

Ok, this is a biiiig stretch, so tell me if I am totally wrong (Aohige), but Luffy's shirt says "laza" and then has a picture of a cat. Any chance that is a pun for lasagna (food)? I know in Japanese, lasagna is spelled "ラザニア" (ra-za-ni-a ??), and a typical cat onomatopoeia is "nya". So… laza-nya? No? Ok, I'll shut up now.

Well last time we heard of Magellan he was near death and wanted to kill himself so it would be strange for him to go fishing.
These could be events that have happened at any time. Either before or after the war. The Magellan and Hannyabal one happened before the war. The Mr.1 and Crocodile one happened after the war.

Oda does random Mugiwara illustrations all the time, you never ask when it happened and how. It's just pictures for fans' pleasure.And I don't see any reason to be against off-screen relationships. Or do you think all peope of One Piece world live like, solitude lifes, spend nights at homes readings books and reproduct by budding?

I have always been a firm believer of off-screen Straw Hat sex. As if seven guys and two girls can live on a ship and not get sexual issues that need to be periodically taken care of. It wouldn't be romance either. It would be just cleaning the tubes:P

I imagine it's possible he might go deeper into in a epilogue type deal or just right at the end of the manga. It could very well be his intentions to have relationships between the crew, but just not have them really be a focus at all during the main story.

The top left panel confuses me. The guards say to the people to "let human saving for the royal guard", and next panel we see a guy shooting at something and saying how good game that is.
At first I thought the guards on the top of the wall were actually shooting "trash people" trying to escape. However, the guy does not wear an uniform like other guards, nor is in top the wall. So, what does that panel mean?

The guy shooting must be one of Bluejam pirates, setting explosive boxes on fire.
