Akainu killed off one of the worst chars in the series. So he should get bonus points for that.
But Garp is Garp. ugh. hard choice.

Akainu brought the fight to Whitebeard, 1 vs 1, unlike some other pirate crew. Sure, he got beat up a bit by the world's strongest man, but he didn't back down.
Also, he attempted to take on all of the remaining WB pirates solo.

He's also fucking hard. He got a confirmed kill in a comic where nobody fucking dies (except poor Mr. 9), he nearly soloed Whitebeard's entire posse, and took on Whitestache himself and lived to tell the tale. If it weren't for Kizaru, this guy would be the most awesome man on the Marines' payroll. The man's a force of nature…literally.
Another thing I really respect about him is how he sticks to his guns. He doesn't sit on the fence and get all teary-eyed indecisive about his duty versus morality the way that crybaby Garp does. He picked his side and he's gonna murder those fucking pirates one by one with searing hot fire. Now HERE'S a man who'd be (almost) a match for God Eneru.
