What was the point of bounties, anyway? I've never seen anyone even TRY to cash them in… smoker's after pirates for justice, not money. And Blackbeard... did he get money for Ace, or just the position? idk.

The bounty system it's a way to indicate the pirate's dangerousness.
The bounty hunters are not necessary.
Also an other pirate could be interested in taking out a pirate with a big bounty, so he can get the fame!!!!

Blackbeard was a prime example of someone who was strong and was trying to hunt Luffy because of his bounty. Was it not? Bounties are motivation for not only bounty hunters but also those who want to increase their own fame/bounties in the public eyes. Basically by placing a high bounty on a person, it marks them as a target.

As for Luffy being in the Top 5. The other 3 Yonkou, Dragon, and BlackBeard along with a bunch of people on their crews or in their organizations, not to mention other random people in the new world he haven't even heard of yet will all be higher then Luffy's. Top 25 is more likely at least to me, even that maybe a little generous.

Luffy got plenty of boost in bounty by beating Higher bounties. Killing citizens is a slower way to do it. So for those who want instant fame, they can try and take out a big fish. Bounties still remains a good motivation for pirates to go against one another as well as for those bounty hunters who are after the money. So the Bounty System allows the government to employ outsiders to do the dirty work.

But it is logical. Bounties can also get the attention of higher rank Marines such as the Admirals. It's an effective system to address the problem and isolate the biggest threats to the world government.
btw, the Pirate Era can never be stop because it's ONE PIECE, it's all about the pirates but it does not discredit the theory behind the Bounty System. to me it is very logical and why even in the real world, we have bounties on huge criminals.

You cant refer to every of his facts and conclude that X event + B event equals a new bounty.When someone this young has a bounty of 300 you should expect shit to happen.If the WG were to increase a bounty every time a fodder pirate or a legend breaks hell somewhere the bounties would increase indefinitely.

There are only few people who are actually introduced to have bounties higher than Luffy's. Moreover, Shichibukais who are introduced as 'the warlords of the world' were already considered a 'threat' from bounties as low as 80,000,000 to 30,000,000. Nico Robin who possesses the power to release the ancient weapons only have the bounties around 80,000,000.
Like Garp said, Luffy had already gained his bounties by his notorious actions from WG's point of view. Taking down Crocodile and his company, beating CP9 and destroying Enies Lobby. Sure punching Tenryubito, entering Impel Down and releasing prisoners, entering the war with WB and 'releasing' Ace, and publicly being cited as the son of Dragon seem like Luffy' bounties will increase like hell, but it doesn't really increase his 'THREAT' to the world. He was 'probably' already known to be the son of Dragon when he got 100,000,000 bounties to the WG, so how does that increase his 'threat'? IMO, punching Tenryubito has nothing to do with increasing his 'threat', but I can see people imagining an increase in bounties because they are "Wolrd Nobles". Still, do you think that would DOUBLE or TRIPLE his bounties?
Sure entering the ID and releasing prisoners, and releasing Ace in the war are bunch of stuffs that he did, but I don't think that really increases his 'threat' to the world because he had A LOT of HELP.
I can see some increase in his bounties, but considering that Moria is known to fought Kaidou evenly and only has 320,000,000 bounties, I just cannot see this 'double or triple' increase thing.

we don't know how strong Kaidou or Moria were at that time, I doubt the current Moria can stand a chance against a Younku

I works for low scale bounty heads, folks who aren't that strong and had no potential to be that strong. Or those whose lifestyle requires being bounty less. Kuro is the best example of someone who didn't want their bounty and Durval of someone who hated he looked like a bounty head.
Bounties are only good until something happens that makes the holders want to loose them. For some pirates like Luffy, they want boutnies and others forwards getting higher ones is the only way forward.
Bounties are a life long commitment, if you an't keep up, you'll be caught by Marine or Bounty hunter sooner or later. :-/

Let's explain it: The Marine wants to eradicate the pirate era. For what we have seen, the pirates are proud of their bounties. It start with Chapter 1 with Higuma. We have tons of examples in Jaya, Straw hats pirates well mostly of the pirates are proud of it.
For the pirates, bounties determines the strengh " I am better than you because my bounty is higher". In this case, it create a competition, the pirate who get a high bounty feel stronger that the pirate who does not have one. They want increase it.
Also, bounties determines who are the best pirates. The High bounties are the best pirates. So, it create famous pirate. " Wow , look at his bounty it's Luffy!"

Well, i know she was a little girl, but Robin had a hard time dealing with citizens that tried to gave her to the marines ( old lady anyone?) People are greedy, so they'll make anything they can to earn money in a fast way. Also the fact that Robin was a paramecia user didn't helped her very much. Just one case though.

Just keep the Wanted paper with the pic and name, without bounty. If someone see the pirate he call the marine.

I see the bounty system more like a weeding process to kill off the weaker pirates. The ones who end up with high bounties will get the Admirals/Vice Admirals attention.
