As long as it is shipped in March it applies. I would HOPE they would apply it to the stuff that's SUPPOSED to ship in late-March even if they decide to ship it at the beginning of April/their shipments are delayed and they can't ship them on time, but I have no idea if they'd do that.
Not everything is discounted on there, but usually the expensive stuff (like POPs) are. I see most things that are $30-40ish and under are not discounted.
Like the Smoker and Tashigi POPs are 20% off, which you should still get that 20% off when it's time to pay for them ^^

@Local-chan: true, Mega Blocks characters were actually quite ugly. I hope that their latest releases (Pokémon, Kamen Rider and the likes…) are better rendering-wise.
I think its the fact that Brain Point has hit puberty and grew to the same size as Luffy and Usopp (and errr….Robin.) and Nami and Robin got some bizarre sex changes or magical potions that make their breasts magically get sucked into their bodies (and they got fat.)

It isn't perfect at all, and I wouldn't say it's worth 500 euros. At least they tried with the fire. Liked how they're using a support for the ball of fire above Ace, too. But Ace himself needs some work. :U

edit: On second thought...if you look at the front view of that Ace, it looks kinda like the sculptor just took the GLM sculpt of the left half of Ace's body and had to modify his right arm into that pose. That's why it looks so stiff. And now it really isn't worth 500 euros. o3o

I certainly agree it could be better in more than a few ways but it's not even finished yet.
I'm not a sculptor myself, I just had a few lessons back in college but I know figure and effect sculpting takes time and effort. And this guy isn't even a pro as far as we know. So even though it has amateur mistakes, it's not something to hate upon and call a disaster ^^;
This sculptor could use some more work but he obviously has some skill to a point.

Yes, I understand it involves one of your favorite characters in the series and you're not satisfied.
Yes, it's expensive considering the details.
But horrid? Horrible? Disaster?
If you want to see real fails, go back a couple of pages and you'll find a Luffy with a weird pose and and and Ace that tries to break his neck. If those are horrible, this figure should be on the same level as them to be called that.
And I'm not talking about "people's opinions can differ" thing, I'm talking about being just a bit fair ^^/
