WG(Oda) would probably make some excuse like it would make Moria's army or Moria himself too strong.
That idea is quite ingenious though. If they had did something like that in preparation for the war there would've been no successful break out to begin with or at least of any mentionable prisoners had they even made it pass Magellan.
I could even see a sad scene of all the pathetic, defeated, shadowless prisoners as Luffy tried to get them to join that break out.

Well since Luffy technically mastered Soru, I would like to see other SHs learn other forms of Rokushiki.
Zoro: Kami-e (This or Soru. I think this would help him avoid getting cut.)
Brook: Geppou (Since he can already run on water -for a period- I think this is perfect for him)
Sanji: Rankyaku (Obvious reasons. Of all the SHs, this is the only one that seems like a natural fit.)
Chopper: Tekkai (It will help him take hits.)
Usopp: Tekkai (Since he gets hurt so easily)
Franky: Soru (Not really sure on him)
Robin: Shigan (She'd be even more deadly with this ability)
Nami: Geppou (Not really sure what would work for her….)
I'm not sure if any of these are possible, but I would love to see Robin learn Shigan, she'd definatey become one of the strongest on the crew.

Give me proofs and I'll trust your words. In the manga it was said that 3 great powers exist - shichibukais, yonkou and marines. They never said anything about the WG's private force. In fact if you search around a bit they said somewhere that the government doesn't have an army at all, its just an alliance. Remember what their flag was.

Seems that all the WG would need is 7-10 ppl as strong as the shichibukai to have a "great power" anyway.
Let's not forget Sentoumaru and the pacifistas. The other cipher pols are certainly filled with fighters, just look at Wanze. They might not be all that strong, but they're definitely fighters.
I assume with the last CP9 quitting the WG already have kids going through torturous training.
Not to mention that agents from every cipher pol can be promoted like that one cat guy on the train who got pwned.
Oda can pull some badasses and/or DFs out of his bag of tricks and make them challenging opponents some time in the NW.

I haven't come across any other mythical foxes other than the 9 tails. I'd like to see how Oda would approach it and how different it would be from other anime and manga that have used it or currently use it.

Yeah, Oda has already shown us that the WG has powerful operatives under them in addition to the Marines. There's no reason that there can't be more than we've already seen.

As for bigger fish to fry. Why did you assume he was talking about another force and not the Gorousei? At the end of the day the marines are just a forced used by them. You handle them(the bigger fish) and you win.
It's not stupid at all to think they have another force(whether that's a few ppl or not) that they've possibly recently gained since it would be perfect for getting the upper hand when the right time presents itself. Also if it's a secret ofcourse the Gorousei would still worry and want to fill the open shichi spot because it might fuck up their plan.

Vegapunk was probably a bad example since it does say he works for the Marine HQ. To think that he doesn't work for the WG is downright ridiculous, though, since the Marines are an organization directly under the WG. Sentoumaru's position also falls outside of the Marine hierarchy (Vegapunk's is unknown), so it's debatable exactly where the orders of the Science unit come from.
Perhaps Magellan would have been a better example, since he's a WG employee that's totally seperate from the Marines, and is clearly top tier. I don't recall making any comment about CP9's techniques, so I don't know what that's about.

A Mythical Zoan kitsune would be a nice addition to what is currently a very small niche of the Zoan Family, but the more Mythical Zoans there are, the less "Super-Rare" they become. Still, I suppose that it's better than a Mythical Zoan Tanuki (that constantly gets mistaken for a reindeer…)
I was thinking how funny it'd be to come across a person with a (regular) zoan tanuki DF. I forgot they have their own mythology lol.
If there is to be a mystical kitsune zoan, I'd like the fruit eater to be from Kamabakka Kingdom. Fits nicely with the legends where a kitsune takes human forms of both gender to lure his/her victims.

I'd like to see an awesome battle with Brook VS someone who can fly or someone who can swim. Hmmm… as I typed this I realised what I wanted has already been shown in the same scene with the flying fish Riders. But more specifically a one on one where Brook must constantly run over the surface of a body of water, and use music and sword based projectiles to attack his opponent under the water or flying above him.
