I don't think its really an option to keep just the best ones.
One Piece isn't a limited 26 episode series, it comes out every week.Toei presumably have the exact amount of teams to keep One Piece coming out on schedule.
Its not like they can just get rid of people. At least not without a ready replacement.You don't read the last lines, is "utopic" think that a long running series, could have an elite staff, all the weeks.
But I'm sure, Toei can do a better work, by far… -

Inoue disappears and Katsumi takes his place somewhere before Sabaody Archipelago as a high budgeted animator.
Then Naoki Tate disappears and Inoue comes back.
Maybe its Katsumis time to be replaced by Tate now that the arc ends.

DBZ didn't have amazing production values either. Except the Buu arc which looks awesome, even today.
For its time, it sure had. Seriously, compare DB to other tv series from the 80's, especially the action scenes.

People who want to debate about the extreme qualities of animation, please do that somewhere else and not here. I thought this thread was suppose to be informative to the average joe. It shouldn't be that hard to create a new thread where you can bitch at each other AND STATE YOUR OPINIONS WITH EVIDENCE OR DEBATE TO YOUR HEARTS CONTENT. Go ahead and use advanced 'technical' terms and then dumb it down for the rest of us that aren't in 'art/animation post-secondary institute schools'.

I dislike the art and the character designs with thin lines. Though, movie 6 has great animation and I reallly enjoyed it.
That doesn't mean that Tate sucks or whatever…he did awesome episodes such as 278 and 309.

Yeah, he did part of that fight. From that general time, he also did Zoro vs. T-Bone, the Galley-La shipwrights attacking Luffy, and the finales of both the Groggy Ring and Luffy vs. Foxy.

I hate the art of One Piece Movie 6 and 9. At time's it's ridiculous. And there really are times when it's so bad it's almost condescending.

How about the other movies I've mentioned? Their art styles are similar: simple and thin lines which makes it easier for the animators to draw and adapt in a short time frame. A few examples if you haven't seen the movies.

…I just watched episode 478...The first episode I've watched in months.
This is a war, right? I had to keep reminding myself...When Luffy is running towards Coby (maybe not intentionally towards Coby, but he is), I see...pirates and soldiers just standing there with their swords and such crossed. I like the animation and all, but...I hafta keep reminding myself that there's a war going on in the background, though I see/hear none of it. I mean...sure, animating all that might cost a good bit but...just having them stand there...Nonetheless, I enjoyed seeing a newer episode of One Piece. I dropped the anime last year when my sister decided to stop watching it with me during the Arlong Arc...

Okay, watching 479, I take back everything I said. I realize now that…Everyone was just hiding until the right moment. I saw people fighting in the backgrounds! All the Whitebeard Pirates/Allies charging the platform with Luffy and Ivankov really made me happy with the anime. -
I think One Piece isn't in need for fancy illustrations or anything. We just need average animation and it's fine for us. I think i'd like more fancy animation just to hook others into One Piece but other then that those of us who know OP love OP.

You have to understand that it's not the same with movies and a long running series. Combining chapters 575 and 576 for one episode makes a crap-ton of sense from a censorship standpoint:
! If they show Whitebeard's left side of his head being torn off in full glory, then it only lasts for one episode; or
! if they tone it down, then they catch less flack from fans due to it being in only one ep and not two.I have no clue who the most "appropriate" animators are for each scene, but that seems to make sense due to how graphic things get.

486's title, prove it. Read manga chapter 577, and comprove itWell, is a good list as expected, but with no much surprises.
-483 Hisada: In his last episode, (473) His art was magnific, even better than Inoue chapter in 474.(to my opinion) This is clear demostration of that.. he is the actual "Character Designer", I think he is perfect to this chapter too… but I dont expect a "special" or maybe just little scenes of good animation. Cause the chap really don't need it.
-484 Inoue: Great AD, to an great episode. I can see that this episode will be much better than I will expect. Maybe with 100%, we will see "special animators here". (Well, anyway I a little annoying, cause I expect Inoue doing 453)

I suppose it boils down to the person's choice to accept/adapt those sudden changes or not; as well as their own tastes. I personally understand why Tate would choose that type of art style to animated (considering the fact that he's not a master animator but is higher than average), and don't mind it that much. In my opinion, it makes an episode a little bit more exciting since it's something that's different from the rest. For others, it's probably a slap in the face.
But, at least be a tiny bit grateful that those drastic changes aren't like
scene in Birdy Decode, or (at 5:01) from Needless. If Tate was really bad, Toei would've scrapped him from the get go.Off-topic: I'm pretty sure that Gainax can get away with their drastic art changes in 'Panty and Stockings'; Powerpuff Girls –>Hot smoking babes. Honestly I kind of feel we should save any additional commentary for when these episodes actually air. A lot of people were disappointed when Inoue wasn't the animation director for 405 and many of their concerns were quelled when the episode finally aired.
Don't get me wrong, I too, wish the had Inoue slated for just an episode earlier but I'm sure Hisada will do a remarkable job. The impact of the next few episodes also weighs heavily on who is directing the episode. This came to mind with the episode where Luffy arrives at Marineford and is searching for Ace. That particular episode had animation duties by Yokoyama but the direction and staging was handled so well that Yokoyama's stiffer style didn't hurt the emotional weight of the episode.
So we'll just wait and see…then bitch!

But compare to episode 485, which is very important (not to mention, a GREAT CHAPTER) it's really unjustifiable.... The only way I can think of it being great is Toei gave lots of great animators for him...

^^Is not obvious, the fist of Akainu and Ace, and one of Whitebeard's attacks, and I think when Ace came to Whitbeard to say goodbye.
