It's not. Mihawk has Haki, just simply because he's strong; it's not he's strong because he has Haki. As he trains or meditates or whatever he does, he strengthens his swordsmanship. Same thing with Zoro. But they naturally have their techniques tested in battle, and endure punishment from whatever weaknesses they have, and then overcome them. Mihawk may seem to have no weakness, but he's a master swordsman. Regardless of his apparent lack of scars, he probably went through countless deadly battles and developed Haki (CoA and CoO).
Hmm. I like the way you phrased it this time around. Before I may have misread your statement:

It had sounded like you mean he was avoiding battles to me, lol. But I may have just not read that right since you were replying to something else. But the way you stated it now makes a bit more sense. I dunno though, I may never really get behind the whole Haki thing, but it's still fairly new, in that we hadn't seen everything it has to offer. Which is probably why it causes such heated debates/arguments. Like the whole Zoro vs. Daz Bones thing. That really gets my goat. I still believe that until otherwise stated by Oda in some flashback that it wasn't Haki that was used to defeat him.
Also as lolfuffy mentioned Daz Bones wasn't a Logia type so using Haki wasn't exactly needed to fight him, which is what some people had implied. I could maybe warm up to the idea he used CoO during the fight to have his nothing will hit me Zen moment, but that CoA wasn't involved in slicing Daz Bones…if that makes any sense.
