No, anybody can do something "to the best of their ability". Her job is to do it well. She doesn't have to sound exactly like the original. She does have to sound good. If she sounds like Monkey D. Katchem, that's not what I consider "good".
See, now Chopper, that sounds great. Sound absolutely fantastic. That "I like dreams" line is wonderful. It's like a twenty pound bag of cotton candy. I haven't compared the physical properties of the voice to the Japanese counterpart, I just know it sounds great.

I recently got ahold of Sonny Strait on myspace. I sent him a message congratulating him on getting the part of Usopp. He replied to me thanking me and also told me that they're making him sound closer to Usopp's Japanese VA (and while it's a really fun part, it's also murder on the vocal cords). All I can say is, now I'm really looking foward to hearing his Usopp.
I can't imagine a harder voice to mimic. Good for him and he has my sympathies. Seriously, Usopp has like, a half dozen different tones he uses on a regular basis. It has to be rough.
