No, this book does not deal with characters like Blue did.
It has a section called World Government that deals with characters in groups. They are WG itself, CP Groups, Shichibukai and Marines. Next is a section on Pirates (which neglects to mention bounties) and then a section called Citizens which deals with groups like Ener and his loonies, Skypieans, Galley-La, Franky Family, Nomads, Resistance Army etc. Then it goes directly into the rather lengthy Material Guide.

I think they are mysterious as usual. Chances are he finished the book months ago when the early phases of Thriller Bark were still being planned. It goes to publishing from there so Gecko Moria wouldn't be listed at all. Neither would anything else. Details can change moments before completion. I doubt any new revelatons since the Luffy vs Lucci fight and Thousand Sunny are there(at the latest).
The only relation it has to timing is that they kept details out from anything beyond what has been published in tanks to avoid spoiling tank-only readers.
As I mentioned before, there's actually one scene from the chapter where Brooke appears from the inside of Sunny that was used in order to show something of what she/he has and can do.
Seeing as the comment from Oda re. WB is dated 3/07, I'm guessing they could have put anything they wanted in. They just decided it would be a lot better to avoid spoiling readers…..like Oda did at JF when he began talking about Franky joining prior to the tank being published.

It's a difference in the translation of their rank, not a difference in the rank itself. Koby is souchou (曹長), Tashigi's old rank, while Helmeppo is gunsou (軍曹), one step below Koby. The "sergeant major" and "sergeant" designations fit better with a land-based military force than a seafaring one, going by standard English usage, but they are legitimate translations of the terms more generally.
So Chief Petty Officer and Petty Officer would actually be the proper translation for the rank if we go by the translation of Fleet Admiral, Admiral, Vice Admiral and so on?

Hard to say as we can't tell what rank they are by their epaulets in that scene; not that it matters much as Oda may have changed the system since then. Crane has pips while recent uniforms have stripes that indicate rank; though that might be something unique to her uniform. At least one of them is dressed similarly to Crane, unlike the other two, which might suggest that he's a Vice Admiral himself. .
As far as the two DoFlamingo is playing with go, they're at least Lieutenant Commanders like Brandnew judging by the fact that they're wearing suits as well as the cape. So they may be assistants of the higher ranking officers, part of Naval Intelligence, or maybe even official stenographers.
I´d really like to know their role at least. This includes the Marine officers Brandnew was talking too.
My guess is that they are probably administrative officers as well; that makes the most sense considering how he explained Luffy's bounty to them.

If you want a cohesive naval hierarchy from top to bottom, they are.
Seeing as how the Japanese don't differentiate between naval and infantry rankings, you could choose to use infantry terms for non-coms (seeing as how they act as infantry at times while acting as sailors at other times), but I think it makes more sense to use a single system across the board.

Out of curiousity, what are the names of the places that Luffy and Zoro are originally from? (on the off-chance that these places get mentioned somewhere in the story, like the Coup-de-Etat in Villa that we found out about through the Grand Line Vine so many chapters ago).
Can't wait to see the "Chopper expressions" and "Sanji's ruined photos" sections -- from your descriptions, both sound like a lot of fun. And the boat names section was great, but if I could have chosen, I would have preferred to see cross-sections from Thousand Sunny. My guess is that they were intentionally excluded so that Franky could continue to surprise his crew-mates (and us by extension) with Sunny's new features and fighting abilities and so on.
Sorry to hear about Whitebeard's real-life inspiration passing away, but at least his spirit will live on forever in the form of WB in OP. And it was interesting to hear about how big the crews are in The New World -- this makes me wonder if at some point, the Mugiwara will join forces with, or make alliances with, some other crew so that their numbers can be larger as well.
Oh, and I have a confession to make. Even though we've referred to VA Doberman as "Scarface" for so long, I've always secretly referred to him as "VA Nike". Why? Because each side of his mustache looks way too much like a Nike sneaker swoosh to me! ... But now that we know he's VA Doberman, I promise I'll refer to him as VA Doberman from here on out.
