Well I dont care if kuma fights luffy or not, that dont make Kuma an underdog to Luffy.

If the 7 gods bounty were not frozen and if they were not allies to the WG there bountys would be alot higher then they are now.

Ok, let's 1st address my underdog statement. The way I see it, Oda gives little hints about where the story is going. If he wanted to do any development with Kuma, why hasn't he yet. Of course I could be wrong, and i'm not trying to pass off anything as canon. Anyways, Kuma is presented as a lesser opponent compared with DoFlamingo, we even get to see some of DoFlamingo's powers. Later, we find out he's all about this "new" era. btw, what's up with you and the reactions of everyone at the "Round Table". Next thing you'll be saying is Tsuru is undefeated b/c she wasn't concerned with DoFlamingo's tomfoolery. anyways, my point is that with Luffy's new bounty and even taking into the account the "frozen" bounties as you call them, if Kuma turned out to be a jobber for Luffy, i wouldn't be surprised.
As for the whole "frozen" bounty theory, i think Crocodile was the last addition to the Shichibukai, hence his low bounty and Oda's statement of it being at least twice the value had he remained a pirate. The other guys presented so far (Kuma and DoFlamingo) for example, having such high bounties means the WG/Marines have had enough time to understand what they're capable of and access their threat value properly. The Shichibukai (we assume) were established for years, unlike Luffy who's been on the sea for a few months. There's less error in accessing a shichibukai's bounty as these were obviously already well-known pirates who were on the sea for a while. I don't think we'll be seeing a "If DoFlamingo had continued pirating, his bounty would be at least twice…." after he's defeated.
