This was all answered by Oda. Only one of each type of DF exists at a time, so there is not any other rubbermen in the world. When a user dies, the fruit will regrow (we don't know how long that takes). We were already told that they come from the illusion tree every 50 years, though (implying that there are multiple trees).

If I recall correctly, he said they grow the same fruit only "once in a lifetime." That's pretty vague if you ask me. I also don't remember the "Illusion Tree." Could I have proper source for that?

If I'm wrong, I'll certainly not argue, but that's how I remember it being explained.

See, you're not seeing it as branches. It's not a chain of command, it's a fairly small tree. The Shichibukai are higher in command, but they're on a different branch, so it's not exactly like they can just tell Cipher Pol what to do, there's bureaucracy involved.

Also it makes sense when you take into account that it's the Shichibukai, not the Cipher Pol division, who are there to maintain balance in the World's Powers like the Admirals and Four Emperors.
