It's not useless talk because it fits the current arc, which is about Kuma and is exploring his past. Kuma was the one who sent the crew to islands where they could improve. We can guess why he chose most of those islands, and we know he personally went to those places and met people there, the same people the Straw Hats came to meet.
Except we don't know why he chose Amazon Lily for Luffy (or Brook's destination). And it's not like Luffy is the least important of the Straw Hats, or that Luffy was the Straw Hat Kuma knew the least about. If it's related to both Kuma and Luffy, it's a mystery worth speculating about.
Even in Brook's case, which we don't know the reasoning behind, you can surmiss that Brook landed in a place that was not particularly dangerous to him and he could sail from there pretty easily.
But the place he sent Luffy ? It could have him killed or stranded in the Calm Belt for life. Luffy can't navigate or swim, he'd require a ship and the only ship is Hancock's.
And your answers? Sorry, they rely on Kuma being reckless and taking huge bets. Unless Kuma had some uncommon knowledge of Amazon Lily, its ruler or its people, Kuma's decision makes no sense, and is not aligned with his decision for every other Straw Hat.
You are preferring to take the more unlikely answers just to avoid the most obvious one: that Kuma visited Amazon Lily just like he did with the other islands, and that he had some knowledge that made it likely to him that Luffy would be fine. Or else he wouldn't take the bet, he'd send Luffy to a place he knew instead.
