I thought that the whole Reverie was implied to be a sham with Im sitting on the not so empty throne. Abolishing the warlord system may be part of the cleanse they are doing. So by giving the affiliated countries a sense of control, they are less likely to revolt until it is too late.
I think that's a bit of a stretch given the reverie is an annual thing.
Either way countries with kingdoms or some form of leadership maintain enough independence and autonomy.

They've already sent covert agents to the island to capture one of his friends (Robin) and fleet of ships is already en route.
You have not been paying attention at all.
The WG did not send CP0 ot anyone else to Wano to capture Robin. They were already there meeting with Orochi. They had no plan or clue about Robin or about the raid for that matter. That became an ongoing situation they reported on.
We just had the chapter where they got new orders about the outcome of the fight and about Robin given they just learned they were there.

Honestly Yamato seems conflicted to me with doing what he would have done vs what she wants to do, saying that's she's Oden, yet also keeping her name Yamato despite that.
Seems pretty clear and simple to me.
Yamato planned to leave, see the world (like Oden), then come back in 20 years to free Wano.
That didn't happen due to being basically shackled to Wano.
So instead he waited, couldn't leave with Ace, Ace died, now 20 years later he wants to free Wano, and wants to leave with Luffy.
I see no conflict over his name. He calls himself Oden cuz that's who he wants to be but he obviously knows his name is Yamato.
If he literally thought he was Oden he'd never have said his real name and we wouldn't know it unless a Beast pirate said it, he'd be fighting with two swords, never refer to Kaido as father, and would treat Momo like his son and the scabbards and other samura like Shinobu as old friends.
That's not the case though.
