To get to S rank all that matters should be your strength and not any of the other factors that's used for the rest of the rankings(as per sweet mask). Therefore to actually progress to S rank you need to either beat sweet mask or be strong enough to automatically bypass the rankings. If it weren't for sweet mask atomic samurai's disciples would be in S class by simply climbing the ranks rather than being strong enough

I mention last week chapter on why sweet mask is doing doesnt matter. The ranking goes from C to A. S class is just something the organization invented to put the abnormalities in. Genos getting the job isn't an outlier. It's how you get the job in the first place. You can't climb to S. You are S material because you're a monster or you're not.

I would call that 2 conflicting ideology. Either S class has it's own set of rules for selection or it's one you can get into like any others. Considering most of them are lazy as f and it was a narration box exposition Im gonna assume only the most recent explanation is real. And Sweet mask is gate guarding because no one aside from the executive knows the real criteria for S class.

You can choose to advance to the next hero level by achieving the first spot of a class or by jumped ahead by the Executive Committee; they consult Sweet Mask before moving someone up though. We see that when Saitama goes from C-Class to B-Class where Sweet Mask tells them he only wants to be consulted on people joining S-Class.

The point of S class is that those people are special so they don't play by the same rules like having to meet a quota or having to follow orders (Blast never goes to meetings, Watchdogman doesn't act outside of Q city). That doesn't mean you can't get there the traditional way, since being in the top of A class implies you are already exceptional.

The rules to access S class are the same as the others (kinda, the Association can always stretch and bend the rules after all), and to prevent access to S class from happening too easily, Sweet Mask is the "guardian" of the S class: if you don't surpass him, you can't access S class. Obviously, people like Genos are so strong that they automatically start from S class, bypassing Sweet Mask, or not, since if you remember the Hero Association asks him the permission to put Genos directly in S class. If Sweet Mask decided Genos to be "unworthy", he would probably have been put in class A rank 2 or something like that.

The description of S class is basically the hero can defeat a demon threat by itself. They invented a class for heroes that are so uber strong their ethics as heroes doesnt matter. It makes no sense to me that someone not strong enough could make it because they have done a good enough job/accumulated enough points. The people in S class have shitty ranking by legit tracking so the legit tracking should be irrelevant. And it defeat the purpose of this is were we put our powerhouses.

I never had any problem with the ranking system. If you want to rise up you can but you have to become the best in your category in the first place. Who holds #1 doesn't seem that relevant to me. Like if Mooman rider decided to rise who ever is rank 40 in class c would still have to do a good enough job to surpass the 38 guys in front of him. And they still get to evaluate if you are good enough to move up.

No its pretty clear cut.
Sweet Mask stays in rank 1 to act as a barrier to S rank to ensure that anyone that cannot outperform him won't get a chance at S (this is blantantly said within the manga). He also acts as advisor to the hero rank evaluation commitee, further creating obstacles to S as he and the commitee need to give final approval to a rank up.
So its very unlikely that someone can become a S rank just by dealing with a bunch of Tiger level threats.

Considering why they made this class and that watchdog went from one of the lowest of the C rank directly to S class, the association still keeping the S rank on the same rules as the other class seems stupid and opposite to why they bother making a new category in the first place.

The last chapter just implies that the Hero Association realized that some people are special but, for different reasons they would never make it to the top of the system they created. So they offered these people the chance to be in S class and bypass the classes. More than defending the position itself, I read Sweet Mask's strategy as setting the bar for A class. If he's A class, then every S class should be better than him, or else the public perception of heroes is devalued. He's even said that some of the S class should be demoted because they don't meet the standard he thinks S class should have. Sweet Mask is all about appearances and public perception.
To me, the problem with this reveal is that Saitama should have been S class. The entrance exams showed him being stronger than anything they could measure but was sent to C for being dumb. PPPrisioner is a criminal and was raised to S for being strong. Before the creation of S rank, they realized that Metal Bat was extremely strong even if he used normal bats that broke after fighting. Tank Top Master is another strong guy around the same strength as PPP but without the comic relief powers. The guy that destroyed a meteor? He was "helped" by other S class heroes so it doesn't count.
Overthinking this stuff becomes pointless because any inconsistency is just the result of trying to expand on concepts that started as gags in a gag manga. All this is just the continuation of the running joke about Saitama not getting recognized despite being the strongest hero.

My understanding is you do the test to get a regular rank and you beat the proper monster to get the S rank. Genos got S from one of Saitama's killing and Saitama is stuck grinding because they still are unsure about how much he actually does.
