I don't agree, I can think of a ton of scenes in episode one I'd cut short but in this episode I felt the anime hit it's stride, I'd only cut out some of the flashbacks.
Was near perfect for me.
It's probably too early to say the show hit its stride either way, considering that we just finished the first chapter and Midoriya doesn't even have OFA yet. You can cut out or abbreviate scenes in either episode but going back and reading the first chapter, everything is taken pretty much directly from the manga. I was largely fine with the pacing of this episode but the extended recap and "Pathetic!" repetition raised a few flags for me. Hopefully it doesn't become a thing in the future.
Just an idea, but one thing that would make recaps more enjoyable is if they were done in Western-style high-contrast still frames instead of just edited clips. You know, kind of like the cover and first page of a comic book? I feel like that would add a fun, heightened feel to the whole thing that would be great even in slower episodes.
