OPM anime was pretty much a well scheduled, short passion project that had some of the best action animators turn in freelance work.
Contrary to popular perception, it had an average budget, but nice scheduling and sheer talent pulled through.
In comparison, Toei's stuff is running on rushed schedules and is often outsourced to Philippines, where the oursource animators are allegedly paid with sandwhiches (I'm not even kidding, this is what I heard).
