Oda specifies the color of his suit as pink in the rough sketch ("ピンクのスーツ").
He also says the flower on his left chest is a pale pink rose.Below are short summaries of Oda and Kuroiwa's comments:

Fits the bill for this film. I like the idea of 'artificial' treasure, the same way we see artificial devil fruits in the series. The idea of treasure/riches vanishing along with the villain thus the treasure becomes worthless is an obvious but fantastic plot.
We'll have to see.

So he's a Vegas entertainment/business mogul? I guess Tesoro really is going to be the Big Bad. Actually I think it's a novel idea. It was something touched upon with Alabasta–turning the a desert locale into a resort-entertainment-gambling Mecca
But what's this? A ship so massive it is deemed its own international nation? That takes the "international waters" to a whole new level! Also it may actually be larger than Noah.
Now it's more mysterious where this plot is going to go. Are they seriously going to go some whitecollar route and have it deal with the devaluation of "treasure" through widespread crooked gambling? Is Nami going to be revealed to have a gambling problem and Luffy wrecks the ship trying the get a refund? No clue.

Jesus Christ that's a big ship. That's half the size of this thing to put it in perspective.
Maybe it's because of the bell hat making my mind immediately jump to Ms. Valentine, but the sketches of the two women look like they came from an earlier era of the manga to me. (that's a very unladylike expression, BTW).
The motif of the film looks really fun so far; can't wait to see all the new Straw Hat outfits that're on the way.

Speaking of which, if Soul King is not allowed a single performance in such a venue I will be extremely disappointed.

I'm hoping she is a villain. She seems to have that young starlet moodiness if the sketches are any indication. While the other seems to be the mature diva.

Honestly, I think Tesoro is simply a composite character loosely based on the Italian mobsters that were initially heavy investors in Las Vegas way back when. His Italian name and dress is somewhat of a giveaway.
Perhaps they may also go for Howard Hughes type character operating from behind the scenes and orchestrating business deals with the WG from his hotel suite.

The antagonist crew looks interesting, now with such a huge ship/city i am wondering how they will manage the time out there, a movie should go by 2 hours and half or so, so how to count a story that would be as interesting as an arc and without making feel rushed…until now the movies weren't you know having deep plots, well aside of the last two movies but there is still some incoherence in the timeline and stuff so wep...

"A Shichibukai" cutting off his arm was just a plot device used to explain why he turned on the WG & why he wanted to destroy all pirates at that particular time. It never happened in the actual storyline so it will never be mentioned.

Oda has already stated that the movies have stuff that are different from the manga, like Marineford's appearance in Film Z.
