Sad to say, that scene appears to be more than a half a second animation scene so next episode may end up looking like ass cheeks… though some of the stuff in the preview doesn't look too bad.

We'll have to disagree because I don't see the original scenes as less than what we were shown recently. And what does it matter where the fan is from? Foreign viewers are part of the new fanbase as well. I've been paying to watch the anime for years through very accessible means. It's not obscure or difficult to come across.
It's still what it is. A flashback of exactly what happened many many years ago, but not done as well. It's only different in animation style and not showcased by their best. Shouldn't a new viewer be able to rook at the timeline and realize that there's an episode where they can watch the fight in full?
But of course this is my opinion that they made bad choices with this flashback. I find it to be wasted time and money. But I don't buy that the foreigners don't count for nothing. Otherwise why bother having past and current episodes accessible through Hulu, Cartoon Network and Crunchyroll?
Your entire argument here is based on the idea that kids in Japan who watch this on Sunday morning with their parents who were probably not born yet when the Jaya arc first aired on TV should hop on the internet and research stuff from episode 140 something when we're on episode 711. The casual fan would likely find that tedious and would be turned off so it's good to have some material to give at least a basic understanding of Luffy's history with Bellamy. Yes, I think the flashbacks to stuff in Dressrosa went on too long but I can't complain about the Jaya stuff. As said already, episodes airing on TV have to be self-contained to a certain degree or at least within the same story arc to make it accessible to casual viewers who may feel lost otherwise. Animation is another issue altogether but I thought the flashback was alright enough for what it was. If people really want to they can search the old episodes for the original scene, but they shouldn't be expected to. And as also said already, the flashback here is meant for information, not impact, so the animation really isn't as important. If you're looking to show a scene to someone getting into One Piece, why would you use a flashback in one episode and not the original episode anyway?
And just to clarify, I didn't mean that us foreigners don't mean anything, but keep in mind that Japan–specifically teenage Japanese boys--are and will always be the primary target audience regardless of the fact that people like me in their mid-twenties watch it faithfully as well.
Anyway, it's fine if we agree to disagree but I wanted to elaborate on my points.
