If they promised the content before as part of the game, they won't charge for it. So miiverse stage and tourney mode essentially.

I'm pretty sure the 3DS compatibility was announced in the same direct as Miiverse stage and tourney mode (we still don't know if this one will be free…).
That announcement was that you could use a 3DS with a copy of the 3DS version as a controller.
The ability to do it without having a copy of the game was never promised before hand.

Are the three new characters worth the purchase? I think they look fun to play but I'm not sure though (3DS version).

Long answer: Def. First, you can never have enough Lucas. Second, Roy has been majorly improved since melee and is actually good in this game. Third, Ryu is actually a very interesting character to play with due to his unique combo system

Roy is in a good game for the first time in his existence.
Ryu is absolutely insane if you have Street Fighter experience.
Lucas is still Lucas and will likely be replaced by Ninten.

I don't know, if someone never played with these characters (DLCs) or normally choose characters in the main game with other fighting styles, I don't recommend buying these. It's not worth it, imo, because of the high price for such little content. At least test similar fighters first.

I'm surprised they included the combos of Ryu. After playing around with him for a bit, I think I may main him… Roy too, for that matter.
At a first glance, I kept thinking Ryu could be OP once people get use to playing as him, but after some tinkering, I think it's pretty well balanced. His recovery isn't fantastic, and Reggie proved that even more so. Although I can't say that was his only fault :P

I did Classic and All-Star with the DLC characters last night, then played a few online matches. Lucas is the only one I really cared much about to begin with, and he's definitely still a blast to use. But I feel like he's become even MORE technical than in Brawl (though to be fair, last night was the first time I played the game in about 3 months). For one because of all the Smash 4 lag mechanics. My least favorite thing is how they changed his PK Thunder, which is now unsafe to use in most situations not only because you might clip the enemy and they'll just come at you, but also because it leaves you open for so long even after it ends. Also, Lucas has become much less slidey. You used to be able to dash into various attacks and he'd kind of skid even while you were doing so, for example inputting an up-smash while still in mid-run. His regular dash attack also stops him dead in his tracks as soon as you hit the attack button. This makes him feel like his range is reduced, and hell, his actual aerials might also have smaller hit boxes. PK Fire also feels slower but that might just be me. Either way his damage output is pretty crazy and he's awesome, but even as someone who mained him in Brawl he's not easy to manage.
Roy feels pretty damn strong. I don't think I've ever fully exploited the attack range of sword characters, but for his speed and damage Roy is kinda scary. I still prefer how he feels compared to Marth. I just hate how useless his neutral attack is.
Ryu is fun to use but he's the most gimmicky character so far, which says a lot. Everything about him screams "out of place" in Smash. I'm pretty familiar with his gameplay in (old-school) SF so it's kinda neat to input his moves and all, but at the same time I get them on accident fairly frequently which is just annoying. He seems strong if used properly.
And Mewtwo is still not my cup of tea, but probably improved from Melee from what little I used him in both games. I can easily picture how annoying he could be in combat.

Gimmick characters are cool and good.
Ryu is hilariously powerful and it's really fun to hear SURE YOU CAN constantly while styling on fools.

The needle wasn't there in Brawl either I think, only in the victory pose, which is still there.

So I've downloaded all three new characters and had a blast with them.
Ryu is quite interesting to use in the Smash series but I like him. Lucas is also really cool. Those made me pick up Smash again after some months

TIL that in Brawl (and maybe smash 4 but I haven't had the chance to test it yet) Lucas had the strongest pummel in the game. If you pummel someone in a grab at a correct rhythm (similar to the rhythm system in Mother 3), it deals 9% damage each time. Damn.

I haven't actually tested much grab-related stuff with Lucas in Smash 4. The rope snake felt about the same though. They did explicitly state that his up-smash is the strongest in the game; not sure if that was true in Brawl but it's plausible.

Isn't really news to anyone who just paid attention to the leaks and the dates everything happened, but Sakurai confirmed in his most recent Famitsu column that Lucas, Roy, and Ryu were all in development before the Fighter Ballot went live, and therefore the Ballot had no effect on their inclusion beyond confirming how popular they were to Sakurai.
He also confirmed more characters are coming and going forward the fighter ballot will begin to factor in.

I've had a very strong suspicion for a long time now that when ever Nintendo's next platform/s come out there will not be a full on brand new Smash. The ballot ends in October. Let's say they need 6 months to finish up who ever they decided to pick after that, that is still well into 2016 on what will likely be on one of the last years for the Wii U. Sakurai certainly looks re-energized since the last direct, especially with the main games out and released but to start up development to have a new Smash ready by 2017, 2018, or heck even 2019 just seems a bit too soon. Now I know one of you is thinking about Smash 64 to Melee but the world was very different then and Melee didn't have half the content the latest Smash games have.
We will be getting brand new characters until what is most likely the middle of next year. Remember that job listing for Smash 6 that was listed before the 3DS version was even released? My bet is that all of this DLC will come packaged in one neat updated Ultra version for the NX platforms. So Smash Wii U as the base game with 3DS stages, a few new modes, a few dozen new songs, all the DLC we are getting now and of course brand new stages and characters. I'm betting within 3-6 months of the NX launching we will get a New Play Control: Smash ThWiiDU Game Of The Year Anniversary Addition Ultimate Directors Cut Battle and Knuckles.
And I would be very happy with that. I feel there is a lot we can do with this current version of Smash especially since the game won't truly be out of development for what looks like another year.

Considering Capcom is apparently heavily influencing this, I wouldn't be surprised about any of that.
I also personally would be cool with Sakurai not making more Smash games and focusing either on healing or doing something else. I know he doesn't want to do Kid Icarus, but … sigh, that game would have been AMAZING on Wii U ...

I certainly think sakurai has done his part for smash and should hand it off. He's not bad at all but like with Kirby, he doesn't like staying to rooted to one series. A new kid icarus would be cool but I would like to see him reimagine another franchise
