But it does mean that Oda still sees weakness as one of Usopp's defining traits, which reinforces the notion of him being the weakest.
So yeah, there's no real reason for Usopp to be stronger than anyone in the crew. It's not like he is one of the strongest members of the crew, so it really makes no sense that Oda would change his mind just to make him stronger than Nami as if that were a significant feat.
Now, if Usopp had returned as a fighter on the level of Franky or even Robin, then there would be a point about Oda changing his mind, but he's still portrayed as the crew's underdog.

Nami should have trained with Hancock or someone else. I like Nami, but I really hate her fighting style. If she is going to rely on weapons, then Franky should make her better weapons than that weather crap( that Usopp made). As of right now, Usopp is better than her
I often see this argument about how Usopp is better because he built Nami's weapon. It's one of the dumbest arguments I've seen. Never mind the fact Nami went beyond what Usopp thought was possible to do with her weapon and is already super dangerous with thunderstorms, blizzards, tornadoes, invisibility, mirages…
I really doubt the blacksmith who made Mihawk's sword is a better fighter than Mihawk, for example.
