I do agree with you that Luffy's armament was bypassed and he was tied up in the blink of an eye, but all this happened so Luffy can get preoccupied and not because Luffy was being "outclassed" by Dofla, Oda always does this sort of things.
Like I said I have no idea where Luffy is suppose to stand. I'm pretty sure he could lose to Nami if she was an opponent and Oda felt like it. But in-universe I don't think he had any excuse for those 2 and Oda weakening Dofla doesn't help his case.

I know he will be defeated by DoDo in the next 1-2 chapter to let Luffy fight him. but i said full health and stamina, at the bridge he was weak because he fought Fuji and DD at the same time.

My Theory:
Kitty's home was wrecked by something, because the Port Town's offering to it was eaten by Hody's sea monsters and this made it go on rampage and bombard the town with the underwater village.
How was that obvious?
Because Dofla first pawned Law, then he pawned Luffy and then he pawned Law and Luffy at the same time.
Based on what we've seen on the bridge and in the city, Law couldn't keep up. As for Luffy, Dofla broke his guard with his kick quite easilly, then tied his hands behind his back right away. Doesn't take a genius to see how the fight would go on if it was one on one.
Of course, that doesn't have to mean a lot in the end. Luffy was outmatched by Crocodile, Enel and Lucci at first, too.
EDIT: Oh, I see desa has mentioned something similar already.

But maybe Oda can make it work. It's not the most boring matchup I could think of.
Oda makes it hard on himself by making so many subplots in a single arc.

Ok chapter overall, but nothing to really write home about.
The thing with Robin is that she might be heading up to fight Trebol. If she does nothing this arc, then I will be terribly disappointed.
While the flashback was solid, Lately I've become a bit more distant with this arc. I feel that depending on how the rest plays out, will have this arc being either really great, average, or possibly his first terrible arc. I know Oda has certain things planned out, but that doesn't guarantee it to be good. I do expect Oda to get to a rough patch at some point, and with how things have been done this arc, I feel this might be the point where things are rough as he is trying to get the big things set up for the second part, as certain build-ups from the first part are something to be desired.
I don't know if it's just how things have played out recently, or because I've been feeling like crap lately, so my outlook isn't as optimistic as if I was healthy.
I hope Diamante and Kyros get at least one chapter, Kyros deserves that much, being the most personally affected victim of the family after Law.
also, should I assume that Franky vs Senor Pink is over? I sure hope so, unless Oda feels like including 4-5 more disjointedly placed panels of them suplexing each other

Hmm. . .nothing really bad here, but. . .hell, I had this uneasy feeling that, as soon as we went back to present Dressrosa, all the focused, tight narrative of the flashback was in danger of going away.
First chapter after the flashback? 15 pages (again. . .) with 20 different scenes frantically displaying one after the other. Man.
Also, again, Oda once again starts a fight super sweetly, the first 4 pages being Law vs. Dofla with some nice DF usage, good coreography, real "oomph" behind each attack. . .and it cuts away right there. To a double spread telling us. . .who are the Dofla family. Man, we know them, we've been in a Flashback where they played a BIG part. Some info bits, yes, but. . .really?
And Oda is so good that even with some very tiny panels he creates cool moments, like Señor Pink saving a kitten or Diamante turning the floor into a flag (it's BANDERA, not BANTERA, btw), and I appreciate the little bits of the officers vs. the gladiators, but at the same time. . .it's too frantic! Frantic yet still adding info that wasn't all that needed. Weird combination.
Again, not bad, but too "Dressrosa-ish" once again, which was kind of a slap in the face after seeing how good Oda can be when he focuses on a single narrative for 6+ chapters.
Oh, yeah, and Robin. . .Robin, what are you doing. Get down there and FIGHT, GODDAMMIT!

Even if the ending isn't quite as solid as we'd like it to be, this arc has already had more than enough good points to put it at least between good and great, in my opinion.

I don't think we ever saw someone fight with a gun. Although Shanks crew does like to show off with them and then there's Augur but he is more of a sniper. I would sure enjoy some gun-fu.

I really think the ability presentation should have been done sooner or in the flashback (if really needed) and I think the gag fight is tarting to drag with Franky. But the fight with Doffly is still great and it's kind of funny to see Fuji doing nothing.

I want to see how much of what Law does to Dolflamingo here will effect Dolflamingo next chapter. While,I'm feeling cynical about Law's possible victory . There is a part of me that wouldn't mind if this is temporary end of Dolflamingo.I see that We're once again getting closer to the final fight results to some of the fights.

I would say because he had the shadow of a good fighther.
Also, Lao G and Dellinger might not be fruit users after all, it seems.

Lao G seems to keep up with Don Chinjao most likely thanks to his speed as he was shown avoiding Chinjaos attack with head a number of chapters ago and now he lands a kick but I dont think he will win with Chinjao who is durable old gramps.
Lao G can be acceleration human for example- his super speed against Dwarfs was pretty special for me. Even Zoro had problems catching up with Wicca and Lao just slapped one Dwarf that was closing to his face.
Also G would connect to acceleration in a way - because of G-force.
As for Dellinger he is pretty special already but who knows if Oda wont suprise us with him being some sort of DF user as well.. Though crew full of DF users needs somebody to pull back ones that fall to sea and half fishman would do it pretty good I imagine.

Easily stopped even Jozu who was fighting with Admiral for some time(even if he lost that says a lot how strong he was if he took on an admiral)
And it was used to stop Sanji moments after Doflamingo acknowledged that Sanji sure can fight and his attacks have a lot of power

So Law himself doesn't consider that he is free yet, even after Roci's last words. I'm glad that at least one of my interpretaion/prediction of this arc was right. Well, two if you count the true nature of Dellinger, but pretty much everyone predicted this one.

I wouldnt say so but again it might be just my expectations. Lao G speed and fact that he can keep up with Chinjao for me is hinting towards some kind of ability so lets just wait an see.
Also having devil fruit might not be primary thing to be acknowledged for imo. Lets just wait and not argue here.
