I don't know if there are different levels of Observation Haki, in that there's a limit to how far you can sense someone, but Usoupp sure saw a long way forward. And a sniper that will come in handy.

This was so Usopp. The whole thing that this crew is so tightly bound, and they can just forget about one another if Sugar toyifies them was begging to be played upon. Luffy was Usopp's reason for, like, everything, especially after the events at Water 7. So here he exploits a ridiculous weakness and intentionally scare-KOs his opponent (as with Perona), making use of Kanjuro and Viola's abilities, plus using his cool Grown-Up Black Kabuto which we saw on PH, plus using classic Gunpowder Stars … So much excellence. And of course, it's in a situation like this, where he's sniping and protecting Luffy that he would awaken a new power. Yesyesyesyesyes.
Okay, it's a shame there was no focused one-on-one, but I am more than pleased with this.
Other things: Bellamy's on the floor, Trebol's still at the top. I guess this is more or less confirmation of Law vs Trebol, though I still hope not. And Doflamingo used lead bullets! As opposed to ... what? And now all of the King's Plateau group appear to be captured except Viola. Hmmm ...

Damn.. finally an awesome chapter in this arc worthy of One Piece. Usopp taking out sugar by long range sniping with viola as a spotter was epic. And he acquire haki…which i really did not see coming.
I just realize that aside nami, all four of the SH crew pre-grandline now have haki. Does this mean nami is next?

The Summary made me so excited I read the mangapanda version! Ussop mah man. I KNEW it. The last loss and Usopp's cowardliness there might have been affected by him losing his memories. This was amazing for Usopp. Great chapter for only that. Also, seems like Law's ability is directly related to consuming energy, so it's a straight up peculiarity of the DF, not just usual "save energy up" for battle strategy.

I can think of two reasons
1. Lead is poisonous
2. He used lead instead of seastone (which law wouldn't be able to deal with using his power) which means Doflamingo is pretty much not taking him seriously–- Update From New Post Merge ---
Also on the lead is poisonous note, it could be that it meant Law needed to use his power (and thus stamina) to remove them. Normal bullets won't get infected due to heat, so in real life its often better to not try to remove them (and thus it isn' really dangerous to have the bullets stay in his body longer)
