Let's see Fukuro and Califa first. When Franky punched Fukuro, it was shown in a two page spread. One may think that it's a finishing blow, but it is rahter bland compared to others. All it is was a strong punch and that's it; really bland compared to others. So the fight will most likely continue the next chapter.
Califa got zapped by the thunder ball, and it was only shown in a one page spread. Plus, it was just a small ball of thunder, so it would make sense she isn't down yet.
Note my first and foremost reason back in my earlier post for why I said I think its not the end. Sanji only used a simple, BLAND attack. Yes, its utilizing his new skill set, but its about as simple a move from that set as you can get.
A single, 180 degree turn kick. And the only reason the turn was even there was to line up the flaming leg with his face, rather than the non flaming one.

Now for Jabura's case, he IS finished. Even before Sanji uses the heat kick, he was able to scratch Jabura badly.
I'm sorry, I seem to have picked up a differant copy of the chapter than you good sir. In mine Jyabura may have been scorched, but he's not badly anything. Its greatest effect is to annoy Jyabura in mine.

Now when Sanji finally use the heat kick, he kicked him once in the chest and sent him flying across the room, and we see Jabura's chest wounded badly and he is bleeding severly.

I see some scorched fur in the centre of his chest. I see no blood. He clutches his chest as if in some pain for a single panel, and then he's back up as if nothing was ever wrong with him.
Its a minor injury, certainly not enough to stop a Shonen character.

He twists a few degrees, and does a single kick, not even one with a huge amount of momentum or power. There's NOTHING special about it at all.

Now this is what we call conjecture. That panel you're talking about, the final panel in the chapter, shows no connecting kick. You're just assuming one was there because it supports you.
Guess what, I'm assuming it was just Sanji's momentum carrying him around another few degree's.

Jyabura isn't on fire. The air above him is. Its a trail of fire, same as was displayed earlier on in the chapter.

It's as if he turned into a fireball and plummeted towards the ground. Even if he's really, getting hit in the head, setting on fire, and then shooting towards the floor from a high point is more than enough to take him down.
Rephrased by the truth cannon he's hit in the side of the neck/head with a hot attack, and probably smashes into the ground at the start of the next chapter.
Nothing especially devastating considering he's already flew through several walls, and through a ceiling HEAD FIRST ALREADY.

I see Sanji saying he'll use the other leg to finish it. I don't see anything in there that actually says:
"THIS WEEKS CHAPTER FINISHES THE FIGHT BETWEEN JYABURA AND SANJI FOR GOOD. JYABURA IS DOWN FOLKS. HE'S GONE. GIVE IT UP!"
Now, what I do see is you making up a lot of stuff, and using a lot more conjecture to support your unfounded opinion. Thats fine, mine is pretty much unfounded to, its only got the precedent fights of this arc to go on (all 3 of them), that every fight ends mid chapter, every fight lasts more than a chapter and a half (the real length of this one so far), and just because a chapter ends on a two page spread doesn't mean its over.
Totally unfounded, I know, but there you go. And as you said, we'll see next week.
To reiterate: I see nothing, NOTHING to indicate that the fight is over. No extra special attacks and no hugely overblown injuries resultant thereof - since Jyabura has already survived similiar several times this fight alone.
