Give Ussop the ball and tell him to shoot it. Thats it. He sees an opportunity takes it and the rest occupy trebol once sugar has been knocked out.
You have robin(a former assassin) and Ussop( a sniper) working together and the best plan is to announce yourself before making the plan? This was handled extremely poorly by Oda.

Do you remember Trebol at all though? The guy that is extremely strong and fast, he can restrain you easily, shoot a fly accurately in between the eyes AND give Robin the feeling that if Leo stepped out, he would be noticed and this is the same SPEED that make them seem invisible to humans.

Usopp uses plants yes, he also has other things in his arsenal.. like fire. It'd be really damn difficult for Usopp to shoot at someone who KNOWS his plan is to feed her the grape with someone as fast, accurate and strong as Trebol protecting her. If you mean Usopp should have helped the dwarves in the beginning, yeah okay sure I won't disagree with that but if you recall, Usopp was never fond of the plan to begin with - thinking it's suicide. The original plan was Franky to show up to help him(recall that he was thinking in his head that he's not used to someone asking why he's not doing anything) and Robin but as we saw she decided to lure Trebol out, Usopp not showing himself despite OUR as readers' better judgement and in hindsight does not mean HE, Usopp was out of character - he also tried to stop the dwarves from showing themselves.
Truth is and let's get this out of the way, Usopp wasn't probably planning on doing anything. Franky was supposed to come and Robin was there. Both of them seem more eager to help the dwarves than him, he only showed enthusiasm knowing the enemy was a little girl and that he had Franky and Robin coming with him. Usopp is negative, we all know this, so it's easy to assume that his state of mind is that he wants to get out of the way for Robin, the dwarves and/or wait for Franky. He knows they're stronger and more reliable than him and Robin's plan was not really bad.
She lured Trebol away from Sugar to give them time to feed her the grape. The key to their downfall was the underestimation of both Sugar and Trebol's strength though, they revealed themselves to Sugar thinking she's weak. She turned half of the dwarves into toy bears which naturally made everyone quickly forget what just happened and just made it seem like she gained underlings. Trebol was also underestimated thinking.. he wouldn't be able to throw a ship (I mean who would plan for something like that?).. which in turn took Sugar, the dwarves and Usopp by surprised, with the latter being covered in some rubble.
Trebol quickly came back and restrained all the remaining dwarves and the tatabasco stayed with Leo. With no choice on the matter, Robin picked up the grape that they needed and tried to feed it to Sugar. Which wasn't exactly smart but hey, it's not like there was any other choice, Trebol and the toy bears were there, the grape was also pretty damn far for a sniper and was closer to Sugar. Well in the end, Robin was turned into a toy, Sugar took hold of and became aware of the grape, Usopp forgot about Robin and with Franky nowhere to be seen, he ran away. Now that I typed all this, I actually realized that the tatabasco grape was still with Sugar when Usopp announced himself.
Welp… there you go.. no snipe snipe snipe. His plan was the USOPP GOLDEN POUND!
Also, you were putting your OWN logic into the characters then question why they're not moving as you want…? Dude.
