So Oda was inconsistent since EL, where he established it… And now we simply should beleive it is haki? Well of courser it could be but as long as Oda won't say it I wouldn't take it as prove for haki clashes.
But maybe someday Oda will answer this in a SBS or so

As for using haki against fodder controlled by Joker- Oda telling us they have haki in graphic way? :P Hard to answer that kind of question really as we still dont know much about haki and how Oda pictures it being used beside CoA hardening.

A "clash" of haki implies both people have have haki, no? Cari doesn,t have haki not to mention that shot is taken a split second after the punches impact, the lightning looking effects only last a split second as seen by Luffy punching Don's head panels. This isn't dragon ball Z is it?

Using Haki to kick those soldiers would be an overkill. I believe those sparks show strong punches or kicks or whatevers, Haki or no Haki.
As for Trebol, it's not like we need some evidence he can use Armaments. Would be quite ridiculous if he couldn't, seeing he has been Dofla's top crewmember for probably more than 10 years. And if Vergo is any kind of measuerement.
I think it's safe to assume he's not one of those logias who think they are invincible (assuming he is a logia, of course).
