That's always what happens. OP episode titles are just hilarious to me because they usually reference something that lasts 30 seconds, and frequently the LAST 30 seconds of the episode.

no episode next week because of the annual summer show FNS27 (i always forgot it), the special 27 hours long show of the fuji Network System.

One thing on which I will commend Toei in Punk Hazard is that I think they're really doing a good job of capturing the "feel" of Punk Hazard.
I really love the soundtrack they're using. It's…tense and creepy. -

To some people who know more about TOEI?
Can someone explain to me why OP and other mangas are always have different art directions cuz the art director is changing on the fly? I never had the feeling that this was done for DB… or at least not that much.Same for OP... Till Skypia I never had the feeling that the anime changed much with every episode in art direction... but after it, it somehow became a mess

I think you mean the 'animation supervisor', the one who helps keep characters on model and mentors the key animators. Long-running weekly series like Dragon Ball or One Piece require multiple studios to help create the episodes in a timely manner. Each animator has their own personal touch so even if they're working off of the character models as provided by the character designer the characters will still look or more individually between the different animators. If you'd like to learn about Dragon Ball's animation supervisors (many of who now work on One Piece) I suggest reading the Kanzenshuu Animation Styles Guide.

I've always imagine it was like this which is why I never really complain about quality unless it's very bad bordering on unwatchable(so far I've found the quality to be very good, could be better though). I remember I've rewatched YYH and would notice some episodes having a very different look and it's always been like that with long-runners since there's so much material to produce in a timely manner like you said and for such extended periods of time. It's also why I dismiss comparisons to FMA, Cowboy Bebop, etc. since not only are they made by other studios and employ much different styles, but are also significantly shorter and can be planned and budgeted accordingly -example the animation in Macross started to sag badly since they drained their already small budget and were dumped by their sponsors or so and had to be bailed out by Tatsunoko. FMA being a MONTHLY manga also allowed for the same thing which people seem to forget(why do you think the chapters are 30+ pages?).
Edit: I'm just going by what I've heard and other bits and pieces.

This is hardly something that's unique to One Piece or any other anime that's adapting a manga. Every anime ever made will have the same kind of variation because every anime requires multiple animation teams helmed by a different animation director and of course no two people can draw the same figure in a 100% identical manner, especially when the show has such a unique art style like One Piece does. Some shows are just better at hiding it than others.

Yuu Yuu Hakusho was mostly consistent, save for the occasional episode where Wakabayashi Atsushi served as a key animator and animation supervisor. Wakabayashi was by far the best talent on the series, his episodes always had an extra layer of bounce and charm. They're really works of genius and I wish he would direct more often.

I understand that… but still I had the feeling that for example the difference between One Piece till Skypia, Naruto Part 1 and DragonBall Z and others weren't that much between the episodes each week...
But if I look at Naruto part II or One Piece lately the damn differences each new episode are so huge and annoying in my eyes.

Read above… Even for OP the differences were minimal the first arcs... Now it is a mess... Same for Naruto... Part 2 differences are huge as fuck (Naurot vs Nagato) while Part 1 was more or less all the time the same

Your Naruto versus Nagato example is the work of one director, Wakabayashi Atsushi, who also directed three episodes from Part I (Sasuke versus Orochimaru, Sarutobi versus the First and Second Hokage, and Naruto versus Sasuke). Wakabayashi was brought on specifically to go wild with the visuals. This is also why Yamashita Shingo was allowed to draw the entire first six and a half minutes of the episode himself in flash (keys and tweens). These episodes are cases of being artistically-driven, like a Tsuru Toshiyuki-directed episode. There's more movement and talented animators involved with these episodes. One Piece has not have an artistically-driven episode in years, perhaps not since Tate Naoki left the series.
It should also be noted that character designers change over time. While Naruto has been consistent in having Suzuki Hirofumi as character designer since the beginning of the first series One Piece is now on its second character designer. Koizumi Noboru left the series about two hundred episodes ago and was replaced as character designer by Hisada Kazuya. The same thing happened in Dragon Ball Z. After doing Dragon Ball and the first 199 episodes of Dragon Ball Z Maeda Minoru left the series and was replaced by Nakatsuru Katsuyoshi and Yamamuro Tadayoshi. Yamamuro is in fact still the character designer for Dragon Ball animation, having designed and supervised every movie since the first Broli film.
You also have to account for the television adaptions trying to match the look of each era of the comic, where the author progressively alters his art style. Inconsistencies simply happen.

I think if you went back to the early episodes you'd still see variation. This isn't something that magically happened overnight once Hisada was handed the pencil.

I like the mention of Smoker and Vergo's fight and as much as I get that the titles have to sound exciting/interesting, to an extent. Although I would have liked for the title to be something like Chapter 684's title, which a mention of Vegapunk in there.
Unless I'm mistaken, at least we should be hearing Vegapunk's voice for the first time. Well, if they decided to keep the VA.
