It's kind of rough translation, and I didn't translate it word to word.

I don't take this as meaning that Luffy becomes a normal human when submerged, or half-rubber, when half submerged, but rather that he himself can't use his abilities. I believe his body remains as rubber and that was why Nojiko and Gen were able to stretch his neck. It could be a mistake on Oda's part, but I don't really think so.
I think the loss of abilities Oda was refering to was directed mainly towards Logias users like Croc who wouldn't be able to activate their powers at all, regardless if he had help from a non-DF user.

Or why he could fight at full power as Water Luffy.
I always assumed that the Kairouseki minerals in the Seawater are affecting the DF-powers just as in Skyocean and that drinking water, rain, bath/shower has no affect. -

Well my interpretation might be wrong since I don´t speak japanese and the translation might not be 100% here but from what Oceanizer translated the "hard time" moving under/inside water as much as activating the DF is what does the trick IMO. Luffy doesn´t lose the power but he has a hard time using it. That´s why it worked at Arlong Park. It wasn´t his doing after all.
As I said, I´m just basing it on the translation. If the original text is slightly different here then you can forget what I said. :happy:

The forces of the universe acting on a body of water. Technically speaking, by Oda's definition, any resting body of water would emit the paralysis inducing DF waves, even the water inside a person's body. Ergo, while drinking water from a cup, a DF user doesn't have any problems because the water is going through the mouth, esophagus and into the stomach. But, once in the stomach, the water becomes an "ocean" again so technically the DF user should be paralysed.
One would argue, "but there's stomach acid so it's not pure water", but since Skypiea showed that the compositions of water are irrelevant, that arguement, proverbially, does not hold water.
Thus, Oda's answer just brings up another possible SBS question, though I think this problem can be easily solved. Referring back to what Zeff said in Baratie (paraphrased); "Those who eat the Devil Fruit are rejected by the sea and will drown".
If Luffy would have drowned, he would still have autonomous control of his internal organs, and as such, he would have inhaled water. If he couldn't breath, and was suffering from asphyxiation, I say he lacks control of his organs.
However, because Luffy was able to breath in Arlong Park, we can assume organs are fully functional.

Rain is just like the shower. Oda said that water falling to the ground does not affect DF users (except in Croc's case where water is his Logia's weakness). It's only "bodies" of water which affect the DF user such as oceans, lakes, rivers, even bathtubs (At least that is how I understood it).

Well Lougetown seemed to be mostly paved and it was raining there. But Oda does state here that being only half submerged lessens the effect somewhat. I would think that a foot splashing in a puddle would have far less of an effect than being half submerged. It's probable that running through puddles would affect a DF user, but it is probably so minimal that we don't notice any difference.

One Piece slays everything when a new volume comes out. I'm not sure, but I think OP has always outsold Naruto, though this might not be true during Skypiea.

Sorry, I wasn't talking about Luffy loosing control of his organs. I meant that Luffy were able to use his DF-powers at full power against Croc as Water Luffy. The "resting ocean" inside Luffys stomach should have somehow drained his powers.
