An incident with the Navy huh? The only thing I can think of at this time would be the Elders went over Sengoku's head and picked someone else for Fleet Admiral, causing a bit of a stir.

When Oda said there was an incident with the Marines, did he mean there was one that changed Aokiji's view of justice? Or that there was a big incident in the past 2 years?
While I do think a split in the marines (True Justice vs. Absolute Justice) will come in the future, it would seem the "major incident" that Oda mentions in SBS is nothing recent and nothing that happened in the time skip.
Consider that in the same question he mentions Aokiji's transition from "Blazing Justice" at the time of the Ohara Incident to "Lazy Justice" by the point the story begin. Also consider former marine X. Drake and his role as one of the more prominent supernovas. I think it's pretty clear this major incident happened at some point between Robin's flashback and the start of the story, not in the two year time skip.
Also, the Five Elders don't have to go over Sengoku's head…they already Sengoku's superiors. They're not even his direct superiors...there's Kong and possibly others in between Sengoku and the Five Admirals.
I could easily see conflict between Aokiji and Akainu in the future....I actually have a theory about Akainu splitting with his faction of militant "Absolute Justice" marines at some point, thus making him a major enemy at some point in the story....but that's sort of baseless speculation right now.
Moving Marine HQ to the other side of the Red Line would be pure logistics. There's no way that would cause a "major incident."
X.Drake and his black warship are pretty clear evidence of some incident in the marines in the past.

Their HQ being moved to the New World is a way of making the statement that the Navy is starting to attempt to gain a lasting foothold there as a response to taking out Newgate during the Paramount War.
We already know that the second half of the Grand Line has been influenced more by the Yonkou and even just pirates in general; especially due to Roger kicking off the Golden Age of Piracy. Even though quakeman's final words reignited interest in the One Piece, now's pretty much the best time for them to start making progress in removing pirates and establishing control beyond that G-5 base Smoker was sent to during the timeskip.
Kizaru follows "Uncertain Justice". Reference to how light travels can be said to travel as a particle, and a wave?

I also asked myself what TD could mean, now thats clear.
But the reason why MHQ moved to NW hasn't to do anything with the incident if u ask me.
The reason why MHQ switched places with G1 (I guess its G1) is simple:
Now with Roger AND WB dead there is a lot of $hit goin on in the NW. After all Shanks+Kaidou+BigMom can't rule the NW like WB+Shanks+Kaidou+BigMom. Remember what Croc mentioned back in ID bout those "silver medalists" who got defeated only by WB and Roger.
And also with BB doin havoc there with 2 powerful DFs it makes a lot of sense to have the HQ in the NW. Traveling through the RedLine would take too long (MJ) and the submarine way (FI) would be too dangerous even for those marine vessels (powerful DF-using marines could die down there just because of bubble-popping).
And the fact that MarineFord got almost completely destroyed during the war made the decision only the more easier.
I wonder what that incident is about. Sengoku suggested Kuzan as new marine boss, but IMO Akainu will let Aokiji get assassinated by one of his subordinates. It'd fit to his sneaky badassery. With Sentomarou as Kizaru's subordinate imagine one of Akainu's subbordinates.
But don't get me wrong: I'm not saying that incident is bout Kuzan's assassination, I just think that it could happen in the future.
We don't know if that incident happened in the past 2 yrs or 20 yrs ago.
And don't take it that seriously when Oda says: "I'll draw that soon!". The last time he was saying this stuff in an SBS was in vol. 13. He said:"Fishman Karate is taught in FI. That island is on the half way of GL and will come soon. Be patient…". And yeah, we were patient, for bout 50(!) volumes!

Wow. So the incident is confirmed to have happened during the Time Skip?? That makes it much MUCH more interesting.
Whatever it was, we can be sure the war triggered it. And Sengoku retiring also got something to do with it, I'm guessing that the major incident revolves around the new Fleet Admiral. If we look at the facts:
1. Sengoku said "I'm nominating Aokiji". That means he doesn't have full control over his replacement, and the process is done either by election or direct appointment (most possibly by the Gorousei themselves)
2. The new Marineford is located at New World. It shows a new, more aggressive stance from the Marines. Now with WhiteBeard gone, they're trying to fill in his seat (taking over, "freeing", his former territories), and its also a good start to really deal with the other Yonkous. I'd say that's pretty ambitious for Aokiji (judging by his "Lazy Justice" view)
3. Now taking points 1 & 2 into account, I'd say something went wrong with how the Fleet Admiral replacement process went. And if I may venture further, Aokiji won the election but the Gorousei interfered and directly appointed Akainu. That should cause a major uproar inside the marines, enough even to split it into 2 factions (there's a theory about this in another thread)
Anyway, thats my take about it. Aokiji won the election, but it was Akainu who was made the Fleet Admiral, and so now the Marines itself is split into 2 factions (well, 3 if u count the neutral sides). And this might make a good plot to use, it can further play a role in Coby's character development; and used in the last great war of OP

I honestly hope we get another arc involving a sky island. I wanna know more about this matter. I feel like we will with Enel's cover story ending the way it did.
Since you asked, I'm explaining a little better. Oda says it's a technology that was developed in these two years. It's the same shell from Sky Island that stored sound. They were successful in cultivating and improving it. Now it's sold in pairs and you can enjoy stereo music attaching it to headphones or record players.

I've always liked Franky, but I'm finding his mechas lame. I hate mechas. I also hate mechanical engineering, so that's no surprise, haha. Electrical guy here. :P
