Because the Shichibukai are still essentially doing what they were before and now has the official approval of the World Government in exchange for a little gold now and then. No interference from anybody in the Navy and people who interfere with them are attacking a Government institution.
It's a sweetheart deal.

Because they did sell out to the World Government.
Just because the deal benefits the Shichibukai more than the World Government doesn't mean that they didn't sell out by accepting their offer.
And why would Sengoku dare talk down to Doflamingo if he wasn't sure he'd not get killed on the spot, should Flamingo be bored or in a bad mood?
Because killing the Naval Chief of Staff at his own headquarters is simply not a good idea regardless of who you are. A Shichibukai should be able to stand against a healthy chunk of whatever the Marines can throw at him, but that doesn't mean that he can take them all on by himself.
Besides, what if Bear decides that he doesn't want Donquixote to kill Sengoku? Then it's Shichibukai versus Shichibukai and every Marine in the building.

Known at any rate, there's bound to be a Stone Logia type out there somewhere and perhaps a few more seeing how inventive Oda is.

Kiji could have frozen him, seeing as how he knew of Crocs powers, and Croc is immobile while performing that move.
If he's immobile anyway, then what difference does it make if he's frozen? His power would already been active and would simply dehydrate the ice. Unless freezing him shuts down his power, which I don't see why it would.

The Shichibukai obviously have them over a barrel, but they're not actually running things.
Of course the Marines are capable of dealing with the pirates and vice-versa.
Then explain the existence of the Shichibukai, the continued expansion of piracy, and the Gorosei authorizing Spandam to look for Pluton.
PLus they are not going to have an all out war.
Why not? Piracy is the single greatest threat to the world currently. Dragon's Rebellion hasn't begun yet.
It's clear he not so powerful only because of his DF.
And Crocodile obviously had a great deal of experience fighting before he got his Suna Suna Power. But there's no need to resort to physical abilities in a fight between Logias.
Of course it's enoughf to counter act the sand. his DF along with his fighting ability is enough to own Croc with no effort.
Aokiji obviously softened the Pistol shot from Luffy with his Logia power; Crocodile took a Bazooka right to the gut and was fine just a few minutes later.

No, I'm saying that the Shichibukai have a reasonable chance against anything the Navy could throw at them. The Navy might win, but the losses will make it a pyrrhic victory at best.
