lol, No. Inoue is an average animator. Tate is one of the best recognized animators out there.
While Inoue is a good AD, his key animation skills are very lacking.
Well, in general, yes, Inoue isn't exactly an acknowledged, genuinely brilliant animator such as Sushio, Yoshi Ito, or the like, but in reference to the anime of One Piece itself, his art and style fits perfectly, showcasing the anime in a really authentic way, I would say. Although, I admit, most of the great animation that he produces is also from the help of the animators that he may be teamed up with, but nevertheless…
I agree with the fact that Inoue's skill as an animation director exceeds his skill as an animator, though; he is primarily known, or at least to me, for his great, almost flawlessly done episodes, good animation or not.
On the other case, though, in general, Tate is most obviously Toei's most talented animator currently working on One Piece, with a flair and fluidity (grounded from his own individual skill as an animator) that surpasses pretty much any other animator working on the show; I suppose I was exaggerating to quite an extreme extent when comparing him to the likes of Inoue, although his style can be quite controversial within the show's audience.
It was really disappointing that he didn't work on any episode of the war whatsoever, though, although it's probably deserved…

I hope he retrun to work like he did in episode 474, 312(the best), 377, and more, when inoue and tomita worked together in 377 it was the best i ever seen
