The footage from the preview reminds me of Inoue's earlier episodes, which had a lot less…shine and gloss to them. More comparable to 325 than 377.
But of course, those were only fifteen seconds of key animation, so it's possible they're just holding out on us.

The Key Animation in the preview looks very static at some points, IMO. Although the first scene where WB jumps over Akainu looks good.
I don't know if they are holding out, cause the 15 seconds had most of the key shots of the main scene in the chapter. There is really nothing else in that chapter that requires great animation besides the main fight.
I guess all the budget or the main key animators were moved to 485.

As XMURAD said earlier, Yokoyama did the bit with Garp and Sengoku (the line shading easily gives him away). There were some closeups of Akainu in the very beginning that looked kind of Inoue-ish to me, and I'm pretty sure Hisada did the ending sequence with Ace dying.
I'm curious as to who did Jimbei blocking the lava and Akainu's T-1000 impression myself.

Jimbey blocking lava looks like Yumi Hori to me, the same animator who did the Crocodile scene in 469.
Now, there is one more animator Rie Aoki, I'm not sure what he did. But I think he did the scene of everyone blowing up Akainu. The style is very similar to the beginning of 473.
Anna Yamaguchi, a shitty animation director for Shippuuden whom she was responsible for the infamous episode of the pain arc (163) worked on 483. She did a very small scene, but I really don't know which one.
Hisada did most of the key animation, Ace thanking everyone is probably one of his scenes. Also the scene if Akainu T-1000 is probably him.

No, he really is talking about 163. I just checked it on crunchyroll, and while the art's fine, the action is really poorly directed. Like Naruto one-shotting Sock Pain being represented by the Pain charging forward followed by a hard cut to a still of after Naruto struck him (instead of, you know, actually showing him doing it), or another Pain body getting hit in the side of the face despite Naruto's fist clearly missing him.

No, I don't think so
If Toei were to make a change, it will be minimum. And considering that OP actually is raising its ratings and audience comparing it few years ago, the possibilities of an internal lobby, will reduce even more.
And Naruto (to my personal opinion) will not improve with NS. (al least in the first arcs), so isn't a good example I think.
And the animators, usually change and rotate constantly in a long running series, thus the overall level of each arc change too…
I'm more worried by "censure" or "pacing" stuffs, than animation or ADs... actually.

No. What Shuppuuden undergone is similar to what One Piece undergone around 207. And that was moving to digital, but I'm not sure my self, hopefully someone else can clarify it for you if they are interested.

Also one more thing, art and animation is not bad. It have it's ups and downs, just you need to lower your standards, this is a long running series with a limited budget.

The effects guy was Takashi Hashimoto, very big and famous animator. He managed to make the feel of episode 0 different from a normal episode.
Plus, lot's of great animators worked on it including Tate and Kuroyanagi.

Aside from new eyecatches an a new introduction, I can't really imagine much changing in the future either. We'll certainly have new animators and animation directors here and there as the years go on, but the overall direction of the show will probably stay the same. If there is going to be any rebranding, we probably won't find out until late spring/summer.
The pacing will probably be okay for the most part, or at least it will for me, as long as Oda doesn't have too many more arcs that are weeks upon weeks upon weeks of non-stop action.

Yeah, same here. Only action chapters suffer from the pacing. I think the last 20 chapters or so from the current manga chapter are rich in content so they won't have a problem with the pacing, IMO.

One Piece will still have pacing issues because it caught up with the manga. So far it's the only current running anime series that hasn't had to take filler sabbaticals (when I series is in a filler arc for a good season or so), the longest stretch of filler we've have was the one between Alabasta and Skypiea and that was a LONG time ago and only took up one DVD set.

I think the cover pages would lose their significance for Toei to animate them now. We should be glad we got the ones we did (Buggy, Coby, and the Strawhats). I don't think One Piece is going the Naruto route either. If anything maybe they'll give us more alternative universes like Chopperman and Boss Luffy since with those they can use as much of the cast as they want to and create stories and situations that won't have any impact on the main story.

Also from a financial Point of view it's better to rename Shows. Many TV Stations aren't interessted in Shows which lasted so long, if it hasn't been licensend in it's early days (f.e. when it "only" had 100 Episode)
Also many DVD Companys are afraid of licensing One Piece because it's "The neverending Anime" and the cost would be to high. If Toei changes the Title with the Timeskip, it isn't an endless Anime any more (even if the Adventures continue under a new Name!) but it's a "complete" Series, with a follow up Show just like DB got DBZ or Sailor Moon got Sailor Moon R, S, SuperS and Sailor Stars...
