The governor recently made attempts for the bill to include banning of all depiction of criminal acts or violent acts in manga, period**.**
He calls it "fictional criminal act" and is trying to get that banned as well, affecting pretty much EVERY OTHER MANGA IN EXISTENCE.
So yes, the publishers' distaste for this asshole is very well justified.
He also made some extremely bigoted comments, and stated:
"TV shows these days allow homosexuals to be on screen, which is appalling. Japanese moral is getting too law, we need to censor for our kids"

In all honesty, it's not that big of a legitimate threat.
However, it would severly dampen the freedom of expression.
Sure, magazines like Champion RED may have gone a little too far with their sexual depiction, and not be an adult magazine.
But what about something like Berserk? Futari H? Hell half of what's in Young Animal? Seinen manga is gonna get hit the hardest, since they are aimed for mature audiences, but not "pornographic" to be labeled an adult-only stickered magazines. Shoujo manga will be devastated as well, and shounen manga, while hit the least hardest, will still have to be more careful with what they draw.
