Until now, we never saw him in the flashbacks, while we saw at least two times Sakazuki and Kuzan together: in the Ohara flashback and in chapter 0. By the way, it's entirely possible they were a strange duo in the past, much like "Lethal weapon": the good cop (Kuzan) and the mad cop (Sakazuki). Anyway, Borsalino was never present in the flashbacks with marines: this clearly means he was not a marine, at the time, and he only became one more recently, like Sentomaru. From Vegapunk bodyguard, to marine officer.
After all, Vegapunk "stole" Borsalino's laser and put it into the pacifistas… :ninja: -

Luffy's mom was one of the victims of the Ohara incident. Before she died, she and Dragon was a perfectly healthy loving couple. However, when she died (by the WG's injustice) Dragon became mad with rage and became bent on establishing the revolutionaries. he dumped his son to Garp and went on to bring justice to WG.
Dragon personally knew Olivia and that's why he know about the void century, phonyglyps, and others. and that's why the revolutionaries are hell bent on finding Robin.
Garp is the revolutionary spy in the marines.
the library in the island chopper went to was not built by islanders. it was built during the void century.
he'll bring some books that only robin can read, and this will held unwind some mysteries of the void century. -

Theories are important.. But they are not the truth..
All of us are trying to put together the facts and creep a little closer to the truth..

This is my super theories on the Devil Fruits & even One Piece.
I've tried searching if anyone came out with a similar theory but found none so far.
So to stroke my own ego, I'm gonna post it and claim it as my own.. WAHAHA!!FACTS:
-1- DF power users become powerless when submerged in the sea/water or when in contact with seastone.-2- There is an encyclopedia of known DF, complete with pictures and details of power.
-3- It was never ever said in the manga where people actually find the DF (which is to say there are no specific place to find it and there is a random luck factor)
-4- There are no duplicate DF at the same time.
THEORIES:
! 1. DF are created through a DFmaker which is powered by SOMETHING that is stealing the "mysterious power" found in the sea
Going by fact no 4, the source of the DF, the DFmaker, has an awareness of which DF power is no longer in existent & will produce another similar DF. Thus this DFmaker might be a being or a plant/machinery that has awareness/conscience/emotion and is omniscience (like HAKI) with the DF. (There might be a possibility that the DFmaker = SOMETHING)
This "mysterious power" should be the building block that the One Piece world is made up of. Everything that exist in this world is connected to this "mysterious power", like some kind of super lifestream..
The SOMETHING that is stealing the "mysterious power" extract a pure single element/form/living thing and transfer the power to a DF.
Maybe that is the origin of the curse that causes DF users to lose all power when submerged. Most likely it is the "mysterious power" absorbing back what was taken, or maybe because the DF user energy is completely void in presence of the source, the "mysterious power".
! 2. DF when created/produced "grows" in the sea and surfaces when "ripe".
When it comes out the DF are incomplete, have the same buoyancy as the sea, and they all shares a common starting shape. It then stays under the sea absorbing/stealing the "power" in the sea similar to the SOMETHING, similar because it was made to be in its image. It then drifts around and travels around the world by the undersea current. When it is fully formed it will floats up to the surface to be found by surface dwellers.
This theory explains why it is also found in sky island, it got shot up.
! Here is my super long shot theory that I gonna throw.
Using facts from chapter 395.

! The good Kingdom & their allies were caught by surprise and were losing the war so they started to develop more powerful weapon that uses SOMETHING.
Among those created were the Pluto & Poseidon, believe by some to be able to turn the tide. But the good Kingdom was betrayed by one of their own, the Traitors, who stole the weapons & joined the evil enemy.
The good Kingdom have no choice but to merge a few SOMETHING to create the ULTIMATE SOMETHING that was able to imbue their warriors with super power.
But all was too little too late, so the good Kingdom use another SOMETHING to create all the indestructible Poneglyphs craved with secret of all the SOMETHING.
They planned to send them all over the world during their last stand.
In the chaos that ensured the good Kingdom was destroyed and at the same time the dying determination of the people causes the ULTIMATE SOMETHING to go out of control and sunk the whole island.
The rogue ULTIMATE SOMETHING started the DF creation thingy.
The evil enemy creates the World Government.
The Traitor with the evil enemy gain super noble status and their descendant are the Tenryuubito.
The D family was the royal family of the good Kingdom.
! So the moral of the story is.. One Piece = ULTIMATE SOMETHING.

I think it is an interesting theory, a bit to much speculation for the very scant facts but definitely interesting.
I do like the explanation for why they lose energy when in the sea. It's about balance, if the power comes from the sea so when they are in the sea it tries to take it back, but even if I like the theory it seems unlikely to me.
As for the the super long shot theory… I gotta be blunt and say it's absurd.

But it was said in the manga that the Tenryuubito were the ones who created the WG, so they must be the same as this 'evil enemy', not just traitors who joined them. I hope that I'm not the one who's unclear here.

erm.. actually i corrected the term used. Should be Traitors. The Tenryuubito were their descendant.
I believe the weapon might hav been lost or cease to work since its creation 800 years ago.
Maybe it was destroy in the final showdown with the ancient kingdom. Those imbued with super power vs the super weapons.
The blueprints are with the Poneglyphs that were smuggled out during the final conflict.
So after 800 years the World Government is still seeking this ancient kingdom technology.One more thing to add.. The Gorousei might very well be the descendant of the Traitors, the few who knows the truth of the void history and wish to cover it up to stay in power and prevent shame.

Isn't Robin's ability the antidote for Doflamingo's?
He's the puppetmaster, making people move, and she can effectively block movements with her various clutches. She could even immobilize her own body. His ability would then be useless.
Unless he can control the victims devil fruit (ie. Robin's fake limbs) along with their body. I don't remember if he ever did that.
