robin was inspired by uma thurman, but i get the impression robin isn't meant to be a mexican-born german-swed mix racially. the races in one piece are totally speculative and there's no definitive answer for anyone unless oda specifically states one; it's profoundly pointless to argue that any one piece character is ANY race based on how they look or who inspired them.

There's nothing else about Usopp that I'm aware of which really says "African" anyway.
I mean, look at Brook. Brook is from Austria because that's where Mozart was born, where Beethoven spent some of his life composing, and the capital is known as the City of Music. While that is true, Austria is also a very conservative and polite country so culturally it kind of clashes with Brook's personality.
In short I just don't think Oda put that much thought into it.

Yasopp's original hair colour was blonde, Branchina was very pale woman with straight black hair, how came he's "technically half black"? :wassat:
Also, Brook has a very polite speech pattern, he drinks tea in a classic gentelmen way and hell, he's even caled a gentelmen skeleton - him farting and burping is just a great joke which goes in contrast with his usually good manners. He tottaly fits all Austrian stereotypes.
