Considering the way his body changes I won't discount the possibility that the change to his clothes is some effect of his DF. We don't know either way. We do know that DF's change with the user's clothes, so it doesn't seem that he changed his clothes just to keep from damaging them. So I'm provisionally saying his DF did it.

Regarding Sengoku, when he transformed the Marines present remarked that he was using his "ability," and many Devil Fruit powers are called abilities in the manga. Not to mention we have yet to see life returned used in a way that completely alters your form instead of just exaggerating it but we have seen Devil Fruits that do that. Given the evidence, while it cannot be 100% stated yet a better case can be made that Sengoku has a Devil Fruit power than can made that he merely used life return.

In earlier Romance Dawn versions it took 50 years for Gum Gum Fruit to regrow. I don't think it has ever been confirmed to concern Devil Fruits in One Piece.

What do you mean by "not walking down Garp's path?" He obviously is and since you stated that Coby's growth is exponential you should know that 2 years will probably have him eclipse Luffy in power.
In less than one year Coby went from a whimpering chore boy with little to no combat experience to a Master Chief Petty Officer with Six Powers and Detect Drive. Two more years of training with the "Hero of the Marines" and he will be a beast of a fighter.
