That isn't the case here. We know that they had initially began to fight on equal grounds, and we know that one had started to begin to pant and lose stamina, and he would keep losing stamina as the fight had progressed.

True. Neglecting to dodge Luffy's first gear 2nd attack was a big determinate. Also, I have the notion that Luffy was able to pull out some kind of Haki with his last attack. Lucci was out of Luffy's league.

I think you don't understand. If I think i have the strongest tekkai and have confidence in it but get pwned by an attack such as G3, that is my fault. Doesn't change the fact that I still got my ass handed to me. Him leaving Luffy after the Rokuougan is his fault. Lucci believed Luffy to be half dead, finished, with no energy for anything, being the sadistic guy he is he wanted to let Luffy watch while he destroyed the rest of his crew. Luffy with his last bit of will got up and pwned Lucci, even after he activated tekkai. Luffy won, Lucci lost, you understand?

For all we know the damned goat could be the greatest power on the planet, and that's why its always hanging around Mariejois, or however the hell you spell that. We know so little about so many people you have to use qualifiers because there's just no way to know.
This entire topic upsets me at times, because the circumstances we see the various Shichibukai in are so different you can't make direct comparisons to their power levels. Unless someone in the manga actually says one is stronger than another, or there's some shichibukai tournament, we won't definitively know who's stronger than whom. And even then someone will say something like "but that's now, he/she was stronger/weaker in the past".

Obviously Tsuru uses her laundry to slow doflamingo down and then kicks his ass!
Tsuru is the only person in the marines capable of doing laundry, so Don obeys her because she keeps his capes fluffy and feathery.

Jimbei left his crew, and while Hancock couldn't really leave her she did seemingly stop leading them as a pirate. Donflamingo might be getting around that by just gathering people under his influence, but not bringing them in as his crew. Or he's just blatantly flaunting the rules.

I think the division commanders might be at shichibukai level, but while the captains that were affiliated with WB were said to have "made a name for themselves in the New World", they weren't treated in the same sort of high-level fashion as the commanders. Marco fought Kizaru, Joz fought Aokiji, Vista fought Mihawk. I don't think the supporting captains are at that level. Maybe they are by this point, but we don't and can't know that for sure.

I see it that way as well, it didn't seem like he had the intention of maiming members of WB's crew. I'd go as far to say that he could have killed luffy if he so desired or at least ended his attempt to save Ace much earlier.

He has to be, it can't really be any other way. Being a former rival of Shanks, the worlds strongest swordsmen and Zoro's ultimate goal kinda puts it beyond doubt.
