False. Efficiency is part of power. Using less cola for stronger weapons is also the kind of thing that would be a great upgrade for a technology-based fighter.

I doubt that Ussop is Jabura level now… Really it depends on what the opponent is doing. Usopp probably isn't suddenly Soru speed or a super-human
well thats the tricky part. one on one i can't see him beating jabura.
but throw jabura into a group of other marines a distance away and imagine usopp shooting those huge birds of lightning/fire/ect and also hundreds of carnivorous plants popping up.
is this going to KO jabura? no, but it could take him out of the fight and keep him busy so that luffy/zoro/sanji/ect can deal with more pressing guys.
its like usopp is a cage. a cage won't beat jabura, but jabura has to get out of the locked cage before he can attack anyone.
I mean just look at most recent chapter. It seems nami and usopp's attacks did not defeat the fake Luffy and others, but it kept them busy long enough for usopp and nami to just casually walk away without getting attacked. now could they have beat the fake guys? most probably, hard to tell the fakes full str. They did seem to have been damaged, yet tehyw ere still alive and kicking, but i feel at best they are the low CP9 members str, and Nami beat one of them back then so.

Exactly was I was thinking aswell, a non cola-required Franky is a big of a upgrade he should need, although I personly would much rather see a all "new-weapon, mega punches" etc franky, I think a big part of what held him back in the past was his constant limit of fuel.

HOLY SHIT! I had high expectations and Oda sure met them!
I like all the designs so far, although I think it'll take a little while to get used to Franky and Usopp's, but I still like them. And Nami and Robin are even more gorgeous than before, and I never that that was possible. Also let me add that Zoro and Luffy's scars are badass, and so is Sanji's goatee!
EDIT: Oh and it looks like Oda swapped Sanji's design so his hair covers his left eye instead of his right eye… I wasn't expecting that. Very clever.
And it also appears Brook has mastered Haki.

but if i were to guess on usopp's final battle strength in the series i would peg him at best VA level. Or being able to annoy a Vice Admiral while surviving, and not beating him.

Usopp right now I would put him at maybe zoro/sanji pre skip level.

His new weapon "Pop Green" sure makes him more tricky and stuff but this fighting strenght of the monster trio i guess he won`t have right now.
(I mean they were to that time already able to go against a VA..and like you said i guess Usopp will be able to do so in the end of the series)Those three are more mid-long range fighters and crowd control.
Usopp is also a long range fighter..so in close combat he may now be able to fight back a bit but is full fighting power he only achieves with a bit distance to his opponent to be able to use his "pop Greens" and other weapons.
But yeah, like you said i also guess he is now a better fodder destroyer and maybe he can take on now some villains.
For example on EL he didnt get one villain to beat personally ,so i think hes now able to go against a special villain in every arc. -
The Fake Strawhats, at least Luffy. I say (repeat) that he's an escapee of lvl 6.
Points in favor:
- He wasn't beaten by nami's thunder technique nor usopp's first green star.
- He doesn't look like complete fooder, but how someone this cruel and (somewhat) resilent went unoticed to Shabody
- If he was erased from history and he wanted to be infamous again, what better way than highjack another's infamy?
- His design fits with the average look of the ID prissioners.
- There are a lot of escapees, taking one down won't upset the flow of the plot and new enemies, and it sets them up as a direct danger to the strawhats
- It's a lot better to build up Luffy's power than just "another Bellamy"
Also, they have a medical skeleton with a wig. It makes the sound of "yehehoehohehoe" when someone pulls the wig.
