The actual chapter will be out in Japan on October 4. We start get spoilers about a week ahead of time (real and fake) and the scanlation itself should hopefully be out by Sept 29.
By the way, out of curiosity, has anyone translated the Grand Countdown material? I looked back on the last few pages, but I didn't go that far back. There's been scans of the raws

It can't be the last arc, or… oda calls arcs each ocean.
Then we had the East Blue one, the Grand line one and now the New World one.

I'm pretty sure it will be an arc to INTRODUCE us to the New World through the eyes of the straw hats. It is incredibly unlikely that the arc name will not change while they're already in the new world.

"Heading towards the end" could mean anything after the middle.

Every arc heads towards the end; what I believe that Oda meant was that the New World will be the final stage of Luffy's adventure. I would expect Oda to spend more time there than he did in Paradise. One Piece is still in the middle act (going by the three act play story model; first act is East Blue, middle began with the Grand Line, and the third would begin once Luffy identifies how to achieve his end objective).
One thing I like about those preview pages (which will be the last pages I see before the chapter; I want to read this chapter fresh) is that Luffy still looks like Luffy. The only Strawhat who should really change as far as appearances go is Franky, and he should still keep the basics (hair, chin, nose, speedo). I like that Oda doesn't seem to be bulking Luffy up or giving him facial hair or any of the other horrid fan theories about his "new" look.

Just enjoy how much worse Kubo can make his manga tomorrow, we all need some good lolz before One Piece comes back.

each ocean is a saga with multiple arcs for example east blue is what we call the first first saga where oda may call it the beginning we call the last arc the war with whitebeard where he calls it the supernovas

They see activity in a thread and come in and see 77+ pages and just think "meh I'll ask here and F5 till I am told" Or they're trolling for the sake of it.
Give em a date and continue discussions.
And I don't think Oda will be rushing - one of the translations said he feels like he is writting a whole new series or something to that effect. Besides if you look at the length of time some of the arcs covered I don't think this time next year we'll be seeing the end - hell it could take another 10 years to get there.

But there is a search function on the forums that allows people to look for answers before they post, so, not convinced "not knowing" it's a page back is an excuse. I posted last night expressing the conviction that some folks just want to make conversation, and I still believe for some people that's true, but for others who are just too lazy to find the answers themselves, then get pissed about the replies, well…

Because one person made a mistake and consequently spread incorrect information all over the place based on a scan while most of us don't know any Japanese?
It was a bit long and it felt out of place, but it wasn't that implausible.

I think greg got pissed off at a one-panel preview of the next chapter from this week's (by which I mean next monday's) jump issue, since that counted as a spoiler, and this wasn't in the spoiler section. Something about an image of some character having a long ponytail now. One person jokingly guessed perona; Luffy was guessed a couple times, but we really have no idea. It was a very blurry image, and might not have actually included a ponytail.

I don't really see how anyone could have mistaken Luffy's back for a ponytail. It's not like that line was drawn any thicker than the others.
