to be fair Bepo DOES have a character. The scenes he has been in HAS revealed enough to develop his personality and crew relationships. It's just bepo's character isn't an "epic" one. It's much more sad and depressive.
We have plenty of Epic people in the manga but bepo is the only character actually picked on in ANY bodies crew.

Naruto being a shit manga doesn't make Bepo a shit character in anyway. In fact, it only makes Bepo more awesome. Because even though his clothes resembles that "other characters" clothes, Bepo is pretty damn awesome. So a vote for Bepo is a vote for the miracles of Oda!

I'm not so much doing this to get Bepo votes as much as I'm finding the statements that he doesn't "have a character" to be ignorant.
The Analysis of Bepo.
Bepo's First Appearance is nothing special. Simply part of the background because the focus is on Law. It's not until the Auction begins that Bepo is shown in frame holding his captains sword. At this point, you can only infer speculation since there is not enough evidence to prove anything.

After Luffy starts the fight at the auction house Law comments about marines already being at the Auction house. (Garps men who came for Ray) Oda felt it necessary for Luffy to point out the bears existence. Showing Luffy took notice of the bear and to have inadvertently the reader double takes the panel. Oda wanted to bring attention to Bepo. Making him more than an ordinary "background" character.

After the Supernova's show off their powers on the Marines Oda has Bepo take over for law to show case the character. This is the first time we see that he isn't simply a pet bear but can actually talk and fight.The only other member of a Supernova's crew to get this type of exposure is Killer of the Kidd pirates. (Though he is a supernova himself) While we may not know his bounty, at this point in the manga we can say that he holds an equivalent standing in Laws crew as Killer does in Kidd's crew. However this changes with the addition of Jean Bart who was an ex-captain himself prior to slavery. So while his "rank" is below Bepo's on a technicality Jean Bart is probably stronger then bepo. Making Bepo the Equivalent of "the Sanji" of Law's Crew.

The first time we see Bepo's weak disposition is when a Marine is shocked by Bepo being able to talk/kung fu fight. His weak disposition seems to come from a heighten sense of remorse coupled with a desire to please and be accepted. He has a When he does something that is considered odd or indecorous he emotionally sinks into himself. Cringing like a dog after being beaten for something it wasn't suppose to do. All of these become more apparent post Marineford.
He sunk into himself because he was impolite in answering her question with a tangent question. The purpose was to give the reader information on how Boa tracked the submarine but he kept the responses of the situation in character.
In the scene regarding female bears. It seems the two nameless members are having a back and forth discussion which Bepo is not a part of. However he is close enough to hear them talking. When they talk about finding female companionship Bepo gets excited about the prospects of finding himself a female bear to court and tries to get involved with his crew mates by contributing to their discussion. They go on to castigate him for his idea of female bears since they are assuming there are no female bears in Amazon Lily and find his comments idiotic. What is also shown on this page though is the placement of the crew. Law is sitting by himself thinking. The direction the two nameless guys were facing in their discussion was towards two other members forming a typical square formation. Bepo however is far away from the group showing Bepo is an out cast within the crew.
The last panel with them in the sub mimics the formating of the previous picture. With one guy on the left and right and bepo away from them. (As shown with Oda drawing Bepo around a corner.
Again showing that Bepo isn't "in" the dicussion he's just off handedly stating his thoughts out loud and being yelled at for it.

[/hide]As we'll see later, the other crew members unnecessarily treat Bepo with contempt. This lack of confidence and constant belittling makes Bepo feel like the low guy on the totem pole as shown with his interaction with Jean Bart.
While he may be weak willed he tells Jean Bart that Jean is the new guy and thus Jean will be below Bepo in the crew hierarchy. Bepo is trying to establish a position away from the bottom of the barrel.

[/hide]As we see later though Jean Bart is the one Law is depending on rather then Bepo, with Bepo's attempts coming up short. Meaning Bepo is still low man on the totem pole despite being a higher "rank". Jean Bart seems to honor Bepo's claim of senority durning the moment of urgency by handing Luffy off to Bepo rather then over looking him.

The last panel we see of Bepo is this one on their ship with him asleep. Oda's character placement is beautiful because it visually shows how the crew is divided. There is Law. The Captain. Then there is the crew on the the left and Bepo to the right of Law away from the rest of the crew. Bepo's only connection on the ship is Law and he doesn't "belong" with the rest of the crew. But even so Bepo's and Laws friendship is a unique one. There is a closeness and trust. Kind of like a man and his dog. (In this case Bear).
But it's sad at the same time that the only connection Bepo has on the ship is Law.

I know some of you feel the Bepo Apologizing is a running Gag (which it probably is). But Oda's running gags tend to be "in" character of the person who commits them. Interesting analysis of Bepo's character. I think this goes to show that Oda puts a lot of thought into his characters regardless of how important they are. there's small things that can be observed about anyone in OP and Oda knows how to keep it consistent.

Relooking thats true. xD. The Font similarity Between Laws statement threw me off. Law isn't ordering Jean Bart Bepo is. So it seems Bepo has gained "some standing" with Jean Bart below him.
But it does show though that Jean Bart is honoring the heirarchy established by Bepo…
So maybe theres hope for Bepo to turn his crew standing around :o.

Any one who reads the SBS should know that Oda has personalities and stories planed for every face that makes an apperance in the manga. Even the "no name" people who are interacting in the backgrounds.
if you are going to call his apology "gag" (which is part of his character) a gimmic then that goes for Luffy and his Meat. Zoro and his Booze. Nami and her Money. Usopp and his Lies. Brook and his Farts/Burps. Garp and his overally laid back attitude. Smoker and his Cigars. Croc and his Peter Pan references. Ect ect ect.
Whats a REAL Gimmic that has NOTHING to do with Norland nor Rayleigh is this "manglaze" speak.
