There are definitely 3 Admirals in order to maintain the balance between the 3 great powers the World government cares so much. You could say that it was confirmed by Brannew in chapter 700.

I'm playing it too. Being a newcomer in Tekken (I've played 5 and 6 casually) and 3D fighters in general, I'm loving it so far. I completed the Combot trials and am now trying to perform the tag mechanics in battle. I'm enjoying playing Jun, Asuka, Anna, Miguel and Law.
