A war with Amazon Lily, and a buster call on Amazon lily is unlikely. They wouldn't pubically broadcast their movements if they planned to attack the suspected hide out of SH luffy. They'd just do it and report "victory" later.
So its probably a new bounty.
I agree (though I still think the island is going to be attacked), I think something else is in that paper beyond a huge bounty for Luffy, I mean if the line that Chopper says is "How come?" I'm wondering why he'd say that considering that he has probably read about what Luffy has done and shouldn't be too surprised to see a huge bounty for him even if it ends up being some ridiculously high number.
I don't think Sentoumarou is much of a rat to even care much as Warlords in general are supposedly unpredictable and seen as untrusted. Smoker? Well, he's already on an edge with the way the WG does things.
That aside, I don't really see the government making any big moves now.
But then you have to ask yourself why Oda bothered having two scenes featuring prominent marines telling her the same thing, especially considering that the chapter before Hancock saved Luffy from Smoker was just after Marco had been ordered by WB to protect him yet Oda chose to have Hancock step in twice to save him and both Sentomaru and Smoker brought up the betrayal thing. It just came off to me like Oda was trying to set up something bad happening to the island in the future from those scenes.
Plus Smoker still hates the Shichibukai and considers them to still just be pirates, so I don't see why he wouldn't say anything. Just because the marines had pissed him off after Alabasta doesn't mean he wouldn't do his job and spare some pirates due to a grudge, he's still a marine.
