Right behind them Crocodile, Jimbei, possibly Akainu, possibly Sengoku, possibly Law, possibly Hancock....not all of them, just listing possibilities of people who played a role in this volume....even Koby is possible given his moment to shine in this volume.

ALTERNATELY (this is my preference) if the focus is "A Gift For the New Era", forget about Akainu and Sengoku. The Marines just had their cover.

Luffy and Ace are right in the foreground, the people defending Luffy - Jimbei, Croc, Buggy, Law, and Hancock are present; Koby is present as his seconds of courage bought Luffy's life; Shanks ends the war; Blackbeard and Whitebeard's inclusion needs no explanation
Basically one of the more full or cluttered covers along the lines of volume 54, volume 51, volume 49, volume 47, volume 45, volume 44, volume 40 etc.
