The team working on Naruto Shippuden clearly realised that they have to do whatever it takes to make the good parts of the show as great as can be even if it takes a million filler arcs and it really shows in the more recent canon material.
One more bit of advice when the inevitable Time-Skip comes pull a Gintama and put the show on hold for a year or two before introducing One Piece:The New World.
I've never quite understood why One Piece has to be broadcast continuously.
No breaks, no re-runs, its a bit of a stupid way of doing things.
A million filler arcs are not the answer though, you'll bleed fans all over the floor if that happens. Toei makes awful filler for the most part.
I think the slower pace is the best thing they can do at the moment, it only seems annoying to us because we know exactly how much material has covered.
To the guy who just sees it on TV, he couldn't care less.
As for Naruto, I'm sorry to say it hasn't had any 'good parts' for a long time now, filler, cannon or otherwise.
