Yes, her concern right there was to have servants… and oh, look at that, Zoro has just fallen from the sky.
Then we have the coverstory. Perona's hovering behind Zoro, so she's clearly in ghost form. Without context, that image could mean two things:
- Perona has gotten along well with Zoro;
or - Perona has just found her servant is trying to leave and is ready to unleash her ghosts at him.
Notice that we can't see if Zoro's aware of Perona's presence, and we can't see Perona's face as well (she could be angry or happy, so her emotions could matter to the scene).

She happens to be with the one guy who could not possibly find his way back to the Sunny by himself and she has every reason to get to the Sunny because all of her stuff is there. Plus she's a female who's not too strong compared to the new and improved monster trio but not too weak that she can't kick some serious ass.We all know that, it's been discussed a million times before. Based on those simple facts. Perona is one the very favorite to join.

My argument against Perona has always been that when the chips were down, she was unwilling to risk her life, abandoned her captain (and the pirate flag she was under), and even tried to steal all his money in the process. Such actions are the absolute opposite of some of the most fundamental things that Luffy looks for in his crew.
Those shishibukais, who everybody wants to join apparently, are way too strong.
Now that's just silly (not to mention subjective which you JUST complained about). Luffy has already defeated two warlords. Such a "problem" is easily solved, and Oda has showed us his formula for it already. Franky appeared to be very strong, but failed to scratch Lucci before Luffy defeated him. Robin appeared very strong, but was annihilated by Crocodile before Luffy defeated him. Brook seemed like a very strong swordsman, but was totally outmatched by Ryuuma before Zoro defeated him. Strength is a ridiculously easy obstacle for a mangaka to overcome.
Also, it's almost an absolute certainty in manga that a protagonist group gets stronger by leaps and bounds after they get totally demolished like they did in Sabaody. Look what happened after the crew nearly collapsed in Water 7.

No, even though she's a poor impractical choice Hancock has a more or less rounded character, actual plot relevance rather then being cannon fodder by way of creepy fanservice for the worst fans which could be removed from the series and no difference would be noticed.

As this war shows, the NW pirates are scary stuff. The government has 3 Admirals, a ton of Vice-Admirals and 5 Shichibukai. Are you seeing the NW pirates being totally owned?
The Shichibukai are powerful, but look at this: some are stronger than others. Hancock had a 80 million bounty before she became a Shichibukai. Guess what? She wasn't even Supernova material back then!
I'm not saying she's weak, because she isn't. She probably deserves a bounty that much higher than that, but still guys like Law (200 million), Luffy (300 million) or Kidd (310 million) are already on the same level as the Shichibukai before they joined the World Government.
Of course, the Shichibukai may have gotten more dangerous after getting their titles, but so will the Supernovas (and the Strawhats).

Of course, he had some help, but in Nightmare Luffy's case, Moria also had an advantage in Oars. In the end, however, Luffy defeated Shadow Asgard Moria with only his own powers.
Anyway, you make it seem like the Shichibukai are so far ahead that the Strawhats can't reach them until the end. That's just not true.
